Accelerating Procurement of Aids for Persons with Disabilities, LKPP Invites the Ministry of Social Affairs to Compile a Service Catalog

JAKARTA (31 March 2022) - The Ministry of Social Affairs held a meeting with the Government Goods and Services Procurement Policy Institute (LKPP). The meeting was to discuss the Ministry of Social Affairs' efforts to accelerate the procurement of goods.

 

The procurement of goods referred to is spare parts of specialty components to support the accessibility of persons with disabilities. As is known, the Minister of Social Affairs Tri Rismaharini pays great attention to strengthening the accessibility of persons with disabilities.

 

Secretary-General of the Ministry of Social Affairs (MoSA) Harry Hikmat stated that from the evaluation of the procurement of goods and services, it was known that there were still several problems. Among other things, the components or materials that make up the tools are still imported, or the procurement is delayed.

 

"Hence, we feel the need to accelerate the procurement of goods and services. One option to speed things up is to include the components or materials that make up these tools in the e-catalog. Besides being faster, we hope that the procurement process can also fulfill the principles of accountability,” he said after the meeting at the LKPP Building in Jakarta (31/03).

 

During the meeting, LKPP's response was very good. They asked MoSA to propose the formation of a service catalog. "LKPP considers that this component is special and only exists at MoSA. It can be carried out every year," said the Secretary-General.

 

The specialty components include sensors and modules, gearboxes, irons, wheels, and leg support for electric wheelchairs. For three-wheeled motorcycles, the spare parts needed are hollow iron, rear tub, etc.

 

“These items will be included in the list of components or materials needed to assemble aids. Furthermore, MoSA will make the specifications, which will then be proposed to LKPP," he said.

 

Today's meeting is only at the coordination stage, which will then be followed up with a more technical meeting between MoSA' Goods and Services Procurement Unit (UKPBJ) team and the LKPP team.

 

"MoSA will soon prepare its service catalog as referred to by LKPP. This will then be communicated with the component providers. The more providers involved, the more efficient the price," he said.

 

The meeting was attended by the Secretary-General, the Secretary of the Directorate General of Social Protection and Security, Robben Rico, Director of Social Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, and some heads of technical implementation units within the Directorate General of Social Rehabilitation. There was also the head of LKPP, Abdullah Azwar Anas, Deputy for Monev and Procurement, Gatot Pambudhi Poetranto, Deputy for Development and Human Resources Development (PPSDM), Sutan S. Lubis, Deputy for Advocacy and Legal Issues Handling, Setya Budi Arijanta from LKPP.

 

MoSA continues to increase support for persons with disabilities. Through the Hearing Indonesia Program, for example, MoSA provides some assistive devices for persons with disabilities. Types of assistive devices include close captions smartphones, tricycle motorcycles, adaptive sticks, hearing aids, and whistles.

 

By using the devices, persons with disabilities will increase their response to the environment and vice versa. With smartphones, for example, they can understand messages received on their phones, even if they don't hear them.

 

The cell phone is also equipped with a feature that converts voice into writing that can be read by the beneficiary. They can still understand what the speaker is saying if there is no sign language interpreter at an event.

 

MoSA will disseminate information to the public to respond whenever they hear the whistleblowing by persons with disabilities. That means some need immediate help.

 

Not only persons with disabilities, but MoSA is also going to give whistles to the elderly if they are in an emergency, such as floods, fires, and other disasters.
