JAKARTA (July 14, 2022) - The government continues to increase readiness ahead of dialogue with the United Nations Committee regarding the implementation of the Convention on the Right of Persons with Disabilities (UN-CRPD). For this purpose, a meeting was held under the title “National Consultation in the Framework of Preparation for a Constructive Dialogue between the Government of the Republic of Indonesia and the CRPD Committee”.

 

The preparatory stage toward dialogue with the UN-CRPD is a form of the state's strong commitment to respect, protect, and fulfill the rights of persons with disabilities. On various occasions, Minister of Social Affairs Tri Rismaharini stated that the strong commitment of the state was also manifested in the form of ratification of the CRPD.

 

Therefore, today's National Consultation meeting played an important role. "This meeting is to prepare the substance for dialogue with relevant Ministries/Institutions, national disability institutions, and organizations of persons with disabilities," said Director General of Social Rehabilitation Pepen Nazaruddin opening the National Consultation activity, in Jakarta (14/07).

 

Pepen emphasized the importance of this meeting as a means of stakeholder dialogue to ensure that in the process of preparing the national report Indonesia adopts an inclusive spirit and takes civil society input into account.

 

Pepen emphasized that the issue of fulfilling the rights of persons with disabilities is a cross-cutting issue that needs to be handled in a comprehensive, integrated, directed, sustainable and multi-sectoral manner.

 

“Although MoSA was given the mandate to serve persons with disabilities, we still cannot work alone. MoSA needs to sit down with other Ministries/Institutions to be able to identify strategic issues, determine the most effective steps to respond to these issues, and provide more optimal solutions,” said Pepen.

 

A multi-sectoral approach is needed in the government's task to provide protection and fulfillment of the rights of persons with disabilities. “The rights of persons with disabilities need to be fought for together. This is a form of our responsibility to continue to unite steps to create an inclusive environment for the rights of persons with disabilities,” said Pepen.

 

The dialogue with the UN-CRPD will take place from 18 to 19 August 2022 in Geneva. As a ratifying country to the CRPD, Indonesia is obliged to report its implementation to the international community. Based on the mandate of Law no. 8 of 2016 Article 129, the Minister of Social Affairs plays a role in coordinating at the national level so that the tasks of the National Coordination Team can run effectively.

In his report, Acting Director of Social Rehabilitation of Persons with Disabilities Salahuddin stated that the participants of the National Consultation consisted of representatives of ministries/institutions in charge of issues in the CRPD, namely MoSA, MoFA, and the Ministry of Law and Human Rights.

In addition, the Ministry of Women's Empowerment and Child Protection, the Ministry of Manpower, the Ministry of Transportation, the Ministry of Education, Culture, Research, Technology and Technology, and the Ministry of Health. The activity was also attended by participants from Disabled Persons Organizations representing all types of disabilities.

"The Concluding Observation as a result of the Constructive Dialogue will be presented by the Committee to the State parties at the end of the 27th session of the CRPD on September 9, 2022. The dialogue will also be broadcast live via UN Web TV." said the Director of Human Rights and Humanity of MoFA, Achsanul Habib.

Regarding the fulfillment of the human rights of persons with disabilities, the Director of Human Rights Instruments at the Ministry of Law and Human Rights, Betni Humiras Purba, explained mainstreaming the fulfillment of human rights for persons with disabilities in regulations and the role of coordination. "The National Action Plan for Persons with Disabilities 2021-2024 has 7 strategic targets by the Regulation of the Minister of National Development Planning/Bappenas Number 3 of 2021," said Betni.

Also present at the event were the Chairman of the National Commission for Disabilities (KND) Dante Rigmalia, who invited all relevant parties to create an inclusive Indonesia as the implementation of Law Number 8 of 2016 on Persons with Disabilities.

Maulani Rotinsulu, Chief of Advisor of the Indonesian Women with Disabilities Association (HWDI) as well as moderator of the national consultation, revealed the importance of involving all relevant parties and identifying disability issues.
