BEKASI (January 20, 2021) – The Indonesian Ministry of Social Affairs is developing the concept of handling displaced people with a comprehensive approach. Neglected residents consisting of homeless people, beggars, scavengers, neglected children with severe disabilities, neglected elderly and others not only get social rehabilitation and social empowerment but also have to be able to be independent.

In accordance with the mandate of the Indonesian Minister of Social Affairs, Tri Rismaharini, that the Ministry of Social Affairs through the Social Rehabilitation Centers does not only provide social rehabilitation services and social empowerment, but must be able to ensure that displaced people can be independent, change their way of thinking, change behavior and are given intensive training and assistance during aftercare so that they can live in proper and independent way.

For this reason, the Ministry of Social Affairs will facilitate displaced residents with rental flats (Rusunawa) in which productive spaces are available at the Bekasi "Pangudi Luhur" Training Center. The Rusunawa, which is currently under construction, will function as a place to live for neglected residents who are economically independent after undergoing social rehabilitation at the "Pangudi Luhur"Training Center in Bekasi.

The Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat, inspects productive spaces for social rehabilitation and social empowerment activities for displaced people who live temporarily at "Pangudi Luhur" Training Center in Bekasi. Harry checked the preparations for the construction of a culinary center, fishing pond, chicken coop, urban farming and a showroom made by the beneficiaries.

The culinary center to be built consists of 3 types, namely restaurants, food courts and cafes. Harry directs to prepare things such as the design of the culinary center, food menu leaflets to contemporary knick-knacks. In addition, the culinary center's operational schedule also needs to be considered and is professional in serving the community.

This culinary center will be a place to eat for both Ministry of Social Affairs employees and the general public. The payment system will initially use cash payments, after making a profit from the sale, a payment will be developed using an Electronic Data Capture (EDC) machine.

The Training Center is also preparing a fishing pond with an area of 13,000 meters for public fishing. This fishing pond will be filled with catfish, mujair, tilapia, pomfret, goldfish, cork and sepat and around the pond will be equipped with huts. The fishing pond itself will be managed directly by the beneficiaries of the “Pangudi Luhur” Training Center in Bekasi.

At the "Pangudi Luhur" Training Center in Bekasi, 10 chicken coops have also been prepared. Its position is near the fishing pond and each cage contains 2 chickens.

Urban farming is also a vehicle for therapy and investment for beneficiaries. In this land, agriculture will be made with porang, yellow and purple sweet potatoes as well as other crops that have economic value.

In addition, the location of the showroom is also important to be reviewed. This showroom will be filled with the work of beneficiaries ranging from handicrafts, special foods to contemporary snacks. "Prepare a team tasked with collecting various works of minimal beneficiaries from social rehabilitation centers in Jabodetabek, the arrangement and design must also be regulated," said Harry.

Later, Harry continued, near the culinary center and showroom, it is planned to build Himbara Bank outlets and ATM machine facilities. This is to make it easier for visitors to reach ATM services to make cash withdrawals.

To facilitate coordination between the Center and the Social Welfare Institution (LKS), a joint secretariat will be created at the "Pangudi Luhur" Training Center in Bekasi. Aside from being a place for coordination, the secretariat will also function for the administrative affairs of LKS and the Center.

Harry also asked to make good designs for several places such as a Siatsu massage place, showroom and culinary center. The design is adjusted to be contemporary and millennial so that it can become a public attraction. Special designers will be presented to identify needs around productive spaces such as live music stages, car wash areas, convection and others.

Harry's presence became a stimulus for the enthusiasm of the officers and beneficiaries. "We feel motivated and excited. It feels like we have new energy. Of course we will prepare all of this to the maximum," said Kokom Komalawati, Head of the Bekasi "Pangudi Luhur" Training Center.
