JAKARTA (October 7, 2020) - The Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat, conveyed some of his directions in the Adjustment of Standard Input Fees for RKA-K/L (Preparation of Location Ceilings) for Fiscal Year 2021.

This activity, organized by the Secretariat of the Directorate General of Social Rehabilitation, aims to redesign the planning and budgeting system, adjust the Input Cost Standards (SBM) for the 2021 Fiscal Year and adjust the budget allocation ceiling.

Harry said that this activity was an advanced stage in the preparation of programs and budgets within the Directorate General of Social Rehabilitation. Minister of Finance Regulation Number 119 of 2020 concerning Standard Input Fees for the 2021 Fiscal Year becomes a reference in program and budget planning. "Follow consequently the things that must be referred to," he said.

Harry also explained that in general the future orientation must ensure budget allocations to achieve program goals that are targeted, measurable and provide certainty of benefits for the community. He also mentioned that efficiency is a shared commitment without neglecting effectiveness.

In program planning, to distinguish what is developed by the central and regional governments, the Social Rehabilitation Assistance Program (ATENSI) was introduced, which is a social rehabilitation program that prioritizes family, community and residential based approaches.

In the implementation of ATENSI, there will be many outreach activities that involve human resources such as functional social workers and Social Rehabilitation Assistants (Rehsos). Harry directs to consider standardization of honorarium for Non-Civil Servant Government Employees (PPNPN) and Social Rehabilitation Assistants.

"We design the frontliners to be able to participate in various activities because the Social Welfare Facilitator is an extension of the center," said Harry. He emphasized that in the ATENSI era, the existence of Social Social Assistance Facilitators was functionally within the scope of Center's duties, so that the Center became the parent of Social Rehabilitation Companion.

In the differentiation of roles, the Directorate of Social Rehabilitation, which acts as the provider of Technical Guidance, must include Social Workers from the Center and Social Workers from outside the Center in order to create communication and synergy in the implementation of the ATENSI program.

Harry said that in the future there will be a plan to make a Cash Management System (CMS) in the form of ATENSI Cards for Beneficiaries to make it easier to provide aids/needs according to the results of the assessment.

This activity was attended by Program Planners in the Directorate General of Social Rehabilitation, both at the head office and the Social Rehabilitation Center and the Planning Bureau of the Indonesian Ministry of Social Affairs. This activity also presents resource persons who are competent in their fields, namely the Inspector for Social Rehabilitation, the Head of the Planning Bureau, Officials from the Budget Directorate of the Ministry of Finance, and Regional Office VII Jakarta Officials.
