Director General of Social Rehabilitation Ensures the Implementation of ATENSI

JAKARTA (June 23rd 2020) - The Director General of Social Rehabilitation, Harry Hikmat visited the Jakarta "Melati" Disability Center, "Cibinong" Bogor Vocational Center and "Galih Pakuan" Bogor Resident Center. On this occasion, the Director General of Social Rehabilitation presented the reconstruction of Social Rehabilitation policies and programs known as Social Rehabilitation Assistance (ATENSI).

As the Technical Implementation Unit (UPT) of the Ministry of Social Affairs, the social rehabilitation center needs to adapt these Social Rehabilitation’s policies and programs. ATENSI's business process consists of basic needs services, therapy, social care/nurture and family support.

The Director General of Social Rehabilitation invited the centers to move, increase ATENSI in the interests of beneficiaries. "I make sure all the centers to implement ATENSI, so the Minister of Social Affairs’ advice to create the Social Rehabilitation Centers as a Show Window of the Ministry of Social Affairs can be create," he concluded.

Now the task of the central government is only focused on managing policies and regulations. In addition, the central government is also tasked with conducting campaigns on social issues from 5 social rehabilitation clusters, namely children, persons with disabilities, elderly people, victims of drug abuse as well as persons with social deviance issues and human trafficking victims proposed by the Center.

Meanwhile, in social rehabilitation centers operationally implement ATENSI, namely technical services for meeting basic needs, therapy, social care/nurture and family support.

For example in the "Melati" Disability Center Jakarta, which runs ATENSI in the form of therapy. The therapy provided is in the form of entrepreneurial skills, producing goods of economic value.

The Director General for Social Rehabilitation directly saw the beneficiaries undergoing sewing, welding, carpentry and earthenware skills. These skills are given so that after completing rehabilitation at the center, the Beneficiary is able to be independent and can work or be self-employed.

"I have noticed that in several production installations, our younger brothers and sisters have no physical obstacles, only hearing and communication barriers. So it is very possible for them to be provided with livelihood services such as skills," said the Director General of Social Rehabilitation.

Likewise ATENSI in the form of social care/nurture. "Make sure that all employees of the center must be able to speak sign language, because this will be related to the care and social care of every beneficiaries," said the Director General of Social Rehabilitation while practicing sign language in the sewing room.

Another case is the "Cibinong" Bogor Vocational Center, which is a center for people with physical disabilities. There are 7 skills provided, namely contact center, sewing, computers, graphic design, electrical engineering, metal work and automotive.

Now "Cibinong" Bogor Vocational Center has collaborated with banking companies in providing human resources for Contact Center positions. These companies are Bank Mandiri, Bank Permata, Bank Indonesia, BRI, BCA, and Astra Finance.

The Director General of Social Rehabilitation aims to expand cooperation with other companies. Once the function of a vocational center that focuses on skills in the area of service that provided.

In addition, the Director General for Social Rehabilitation was also impressed with the graphic design skills at the "Cibinong" Bogor Vocational Center. "This is the result of Beneficiary's design that looks like a professional. So it needs the support of qualified infrastructure," he said.

The Director General of Social Rehabilitation wanted a campaign on disability format by beneficiaries at the “Cibinong” Bogor Vocational Center in the form of posters. "Please plot this, we will distribute these posters in schools," he said.

During his visit, the Director General of Social Rehabilitation asked the Centers to add types of certification for beneficiaries, namely competency certificates. "Center must make a certificate of competence in the field of skills occupied by the beneficiary. It will be even better if there is cooperation with related party," he said.

This competency certificate will be useful for them so that they can apply for jobs according to their skill capabilities. In addition to competency certificates, the centers have also provided social rehabilitation certificates which show that their social functioning has improved.

Apart from that, it is also necessary to upgrade service facilities such as printing machines, sewing machines and skills support machines that are provided in each center.

For the Bogor "Galih Pakuan" Resident Center, the Director General of Social Rehabilitation asked to conduct beneficiary mapping and Social Welfare Institutions (LKS). ATENSI Business Process needs to partner with LKS that are family-based. Because family support is the most important part of the social rehabilitation process.

Social Workers also play an important role in the ATENSI Business Process, because they will carry out their duties professionally including outreach, tracing, daily services, social assistance, visits to families, family mediation, family support, realizing family integrity, returning to the family, community development and dissemination.
