BOGOR (September 10th 2020) - The Director General of Social Rehabilitation of the Ministry of Social Affairs, Harry Hikmat reminded all his staff at the Directorate General of Social Rehabilitation, especially employees in the Directorate of Social Rehabilitation of Persons with Disabilities and the Social Rehabilitation Center for Persons with Disabilities to maintain productivity and progressivity of their performance. This was conveyed by the Director General of Social Rehabilitation when giving directions in the Human Resources Capacity Building (HR) activity of the Directorate of Social Rehabilitation of Persons with Disabilities.

"We are going towards the industrial revolution 4.0. Without realizing it, COVID-19 pandemic situation has given us a lesson or benefit, that we are forced to use ICT (information, communication, technology), this must be embedded in our world of work. During this pandemic, our work productivity must not decrease, we must remain productive and aggressive," said Harry.

Harry said that all employees must be adapt to new habits, while maintaining and implementing health protocols in every daily activity. Currently, new normal is considered the new normal order. "The challenge during the new normal order, according to the Minister of Defense's circular letter, is that our work must be more flexible, making adjustments to the work system. Carrying out tasks in the office (work from office) and working from home (work from home) has become a tradition," said Harry.

Next is the support of human resources, the flexibility of work followed by monitoring the performance and discipline of employees by the civil service officer (PPK) and monitoring and supervision by the head of work unit. Then, providing infrastructure support in the form of facilities and infrastructure needed by the State Civil Apparatus (ASN) in carrying out official duties, flexibility in work locations and ensuring the application of information technology in the administration of government and public services.

For this reason, a phase 3 (three) budget refocusing effort is needed which the funds can be used for basic food assistance, purchasing personal protective equipment (PPE) (for employees, Beneficiaries (PM) at the Hall, PM in the family, PM who is accompanied by LKS partners, LKS administrators), Rapid Test, Swab or Rapid Swab. Furthermore, for the fulfillment of PM equipment such as basic needs, treatment, therapy, and assistive devices/ADL (eg wheelchairs), facilities and infrastructure from ASN in carrying out tasks such as subsidizing credit and purchasing laptops.

Harry said that while other employees worked a lot from home, employees in the Ministry of Social Affairs had to come down to provide direct services to people affected by COVID. For this reason, employees under their line need to be equipped with personal protective equipment and also good nutrition support in order to provide optimal service. Harry emphasized the implementation of budget refocusing must apply the principle of trust in using state money.

According to Harry, there are a number of challenges faced by ASN in the era of bureaucracy 4.0 and the New Normal. “We must be prepared for very fast changes (Volatility), it is difficult to predict an issue or event will occur (Uncertainty), the level of complexity that occurs in organizations is increasingly diverse (Complexity), so we must learn by doing and not be skeptical. Furthermore, the mixed reality of various existing conditions makes it feel floating, and full of ambiguity,” explained the Director General of Social Rehabilitation.

 

“To answer this challenge, we still to have a vision for the future, our orientation is to ensure that PMs still receive social services. We must be able to ensure that the PM still  receive social services in his immediate environment, in his family, in his community under the control of Center,” said Harry. It is hoped that the Centers will not be stuck with routine activities and will immediately conduct a collaboration (MoU) with LKS-LKS. Then, understanding the changes that occur and the things that need to be prepared to deal with them (Understanding), the ability to see the future clearly (Clarity) and agility to face change and face demands (Agility).

Social Rehabilitation Assistance (ATENSI) with the latest scenario, is very adaptive to future situations and conditions that make it difficult for us to reach out and handle Beneficiaries (PM) to the Center/residential based. We have to get used to the handling of PM in families and communities through ATENSI by optimizing the roles of Social Welfare Institutions (LKS), ensuring families can still take care of their children," said Harry. Bringing PM to Center is a last resort because of the high risk of exposure to COVID-19.

The Human Resources Capacity Building activity of the Directorate of Social Rehabilitation of Persons with Disabilities was carried out from September 9 to 12, 2020 at a hotel in Bogor Regency, participants consisted of Heads of Offices from the Greater Jakarta Area, all civil servants and PPNPN within the Directorate of Social Rehabilitation of Persons with Disabilities.
