Directorate of RSKPN of Ministry of Social Affairs Discusses to Process Data on Reintegration Assistance Distribution

JAKARTA (December 8, 2020) - The Ministry of Social Affairs through the Directorate of Social Rehabilitation for Victims of Psychotropic Narcotics and Other Addictive Substance Abuse (RSKPN) continues to strive to equip victims of drug abuse who have completed the rehabilitation process (reintegration period) with various skills so that they can have independence when re-entering society.
“The types of skills given to them must be varied, they are interested in and they can practice. Do not be regular, repeat what already exists. Let's think out of the box once in a while, as long as it's all for the good.” This was conveyed by the Director of the RSKPN, Victorious Siahaan at the opening of the Data Processing activity for the Distribution of Reintegration Assistance and Further Development which was held on 7 and 8 December 2020 at the Harper Hotel, East Jakarta.
Victorious further stated that the Directorate General of Social Rehabilitation of the Ministry of Social Affairs through the Directorate of RSKPN became a work unit that was mandated to provide protection, rehabilitation, reintegration and further guidance to victims of drug abuse. This refers to the Regulation of the Indonesian Minister of Social Affairs Number 9 of 2017 concerning the National Standard of Social Rehabilitation for Addicts and Victims of Abuse of Narcotics, Psychotropics, and other Addictive Substances.
In order to support the independence process of Drug Abuse Victims who have participated in the social rehabilitation program at the Mandatory Reporting Recipient Institution (IPWL), the Directorate of RSKPN provides assistance in the form of cash assistance in the form of savings to 2,320 Drug Abuse Victims who have completed the social rehabilitation program in institution.
The assistance is transferred to the account of the victim of drug abuse, with the guidance of a companion. This assistance is used to finance course packages and equipment, package costs, educational supplies, and reporting costs.
The provision of assistance is one of the implementations of the Social Rehabilitation Assistance (ATENSI) program.
This ATENSI service is in the form of support for the fulfillment of a decent life, family support, therapy (physical, psychosocial, mental and spiritual) as well as skills and entrepreneurship which are not only based on residential but preferably based on family and community.

Social Rehabilitation aims to improve the social functioning of Drug Abuse Victims, be able to actualize themselves according to their potential and be able to maintain their recovery.
In the process of implementing this assistance, an evaluation has been carried out to determine the success of the program as well as input/recommendations for the implementation of the grant program in the future.
The evaluation form is carried out by asking a number of questions through an instrument that is distributed to Drug Abuse Victims who have received assistance using the Google Form application. The data obtained through the instrument is processed to determine the level of success of the program.
On the same occasion, Suradi, Principal Researcher from the Center for Research and Development of Social Welfare, Ministry of Social Affairs stated, “Monitoring and Evaluation is an important key for the sustainability of a program. All of this, of course, needs to be supported by adequate budget and facilities and infrastructure. It is also important to cross check the received digital reports. Regarding skills programs for victims of drug abuse, it should be holistic, integrative, collaborative, and inclusive. Hire people who have skills,” said Suradi.
Furthermore, Suradi stated that an instrument (especially digital) should be in the form of closed questions because it will be easier to process, although it will be more difficult to compose the instrument. On the other hand, if you use open-ended questions, it will be difficult to process them.
Data processing for the distribution of Reintegration Assistance was carried out by sitting together involving 20 participants within the Ministry of Social Affairs consisting of the Head of Data Processing for the Data and Information Center, Head of the Analysis and Strategic Section of the Planning Bureau, Auditors, Researchers, Intermediate Planners from the Secretariat of the Directorate General of Social Rehabilitation, and Echelon III and IV as well as staff of the Directorate of RSKPN.
