SURAKARTA (28 August 2020) - The Ministry of Social Affairs through the Directorate General of Social Rehabilitation is preparing to build a Social Service Center (SERASI). To that end, the Social Rehabilitation Center "Prof. Dr. Soeharso" Surakarta, as one of the pilots of the SERASI project, held a Coordination Meeting for the Implementation of SERASI.

This activity also coincided with the 69th Birthday of the Surakarta Social Rehabilitation Center "Prof. Dr. Soeharso". This age is also the starting point for improving the performance of the Center to be much better.

The Minister of Social Affairs of the Republic of Indonesia, Juliari P. Batubara, represented by the Director General of Social Rehabilitation, Harry Hikmat, advised to continue to inflame the spirit and values ​​that have been inherited by Prof. Dr. Soeharso. It is hoped that these values ​​will not fade, let alone extinguish.

According to the Minister of Social Affairs, the Social Rehabilitation Center "Prof. Dr. Soeharso" Surakarta is not only a rehabilitation center, but also a historical monument of the nation, a testament to Indonesia's reliability in the field of disability rehabilitation in the past.

The Ministry of Social Affairs is a state institution that is the leading sector in handling social welfare in Indonesia in accordance with the mandate in Law Number 11 of 2009 on Social Welfare.

Based on this, the Minister of Social Affairs directed to realize the draft policy direction of the Directorate General of Social Rehabilitation in the form of Social Rehabilitation Assistance (ATENSI) and the Social Service Center system (SERASI) as a form of the State Presence.

ATENSI as a way of responding to social problems must also take the form of an effective response, starting from children in the womb to the elderly. According to Harry, this is what is called a-based treatment life cycle.

The consequences of ATENSI certainly need to connect various parties, from the family level to institutions as well as connect other social services. Therefore, the Ministry of Social Affairs through the Directorate General of Social Rehabilitation will also realize the Social Service Center (SERASI) system as a form of public service without specialization.

SERASI is a form of paradigm shift services social rehabilitation that originally sectoral nature into a unified service or also known as one-stop service. For example, all kinds of disabilities must be responded to at one door.

The presence of SERASI must completely eliminate obstacles for the community, one of which is people with disabilities. The essence of SERASI is that the bureaucracy must be in favor of the interests of the community. So that one place can solve various community problems.

In addition, the service paradigm shift aims to reach all citizens, so that the role of Social Welfare Institutions (LKS) becomes very strategic in the implementation of the ATENSI and SERASI systems.

Therefore, at this event, the Social Rehabilitation Center "Prof. Dr. Soeharso" Surakarta also signed an MoU with several LKS in Solo Raya. This form of constructive collaboration can inspire other Centers to partner with LKS.

This is fully supported by Maliki, Director of Poverty Reduction and Social Welfare of the National Development Planning Board (Bappenas) who revealed that LKS is the center of community service.

He said that social services are not only the rights of the underprivileged, but also people throughout Indonesia. "So the role of LKS becomes important to reach out more broadly to PPKS," said Maliki when giving an explanation on Policy Directions and Strategies for Implementing Social Rehabilitation.

Social service facilities are also important in the implementation of SERASI, one of which is access for persons with disabilities. The Minister of Social Affairs instructed that in 2021, all Social Rehabilitation Centers must be disability friendly and environmentally friendly or Eco Green.

As a form of National Development Planning Board commitment to create better social services, Maliki also visited the Surakarta "Prof. Dr. Soeharso" Center to see the existing facilities and map out the need for standardization of the Center facilities as a pilot project for SERASI.

Starting from the skills room, the room for making wheelchairs, ortes validation and prostheses, the installation room for treatments to the arts and sports room, his visits were not spared. The Director General of Social Rehabilitation was also invited to see other Center facilities in the Manahan area in the form of production installations which of course need to be repaired.

This event brought together related parties, namely representatives of the Mayor of Surakarta, Dandim 0735 Surakarta, representatives of the Surakarta Police Chief, representatives of the Head of the Social Service of Central Java Province, the Head of the Social Services Agency for the City/Regency of Solo Raya, the Head of Jebres Sub-district, the Village Head of Jebres, the President Director of Prof. Hospital. Dr. Soeharso, representatives of the Director of Health Polytechnic of the Ministry of Health of Surakarta, Head of BRI Branches, Head of the RRI Surakarta Public Broadcasting Institute (LPP), representatives of the Chair of the National Paralympic Committee (NPC) and representatives of Pusrehab of the Defense Ministry of, 

Echelon II Officials in the Directorate General of Social Rehabilitation, Heads of Social Rehabilitation Centers who became the SERASI Pilot Project and the Heads of Social Welfare Institutions in the Solo Raya environment were also present in order to realize a harmonious understanding of ATENSI and the SERASI System.
