Fostering 13 Children, Ministry of Social Affairs Supports Monica Soraya to Become a Model of Parenting Children

JAKARTA (November 17, 2020) – The Director of Child Social Rehabilitation of the Indonesian Ministry of Social Affairs, Kanya Eka Santi representing the Minister of Social Affairs visited Monica Soraya's residence, Monday, November 17 2020. This visit was conducted to provide support to Monica, a public figure who is actively engaged in the social sector. and is currently taking care of 13 foster children at her home.
Monica said that her efforts to raise children were based on her genuine concern for the plight of underprivileged children. Monica felt called to provide care for the children in the family and did not intend to adopt the children. According to her, family care will have a better impact on children than if they were sent to an orphanage.
“What Mrs. Monica has done is in line with the Foster Care program which is being piloted by the Ministry of Social Affairs. Through this program, we strive so that children from poor families who have not received good care in their families can be temporarily cared for by those who can afford it. The hope is that these children can feel the care in the family and are not sent to an orphanage because an orphanage is the last alternative,” said Kanya.
Monica said that she had been taking care of the children since March 2020. Her foster children came from various regions, including Lampung, West Java, Central Java and NTT. There are children who come from parents who are still complete and incomplete. There is a mother who is a victim of sexual violence so that the mother does not want to take care of her child. "I helped them since the child was still in the womb. We bear the costs during pregnancy and childbirth. So we have taken care of these children since they were not born," said Monica.
“Initially I took care of 5 children from poor families, then there were many requests via Instagram direct messages and many people contacted me so that their children would be cared for. I feel compelled to provide care for these children as well as raising my own children," added Monica.
However, he added that there may be many who want to care for them, but a concerted effort is needed to promote alternative care programs to many parties.

The Ministry of Social Affairs through the Directorate of Children's Social Rehabilitation is conducting a trial of the Foster Care Program since 2019. The program continues in the 2020 Covid-19 pandemic situation in several areas, namely Aceh, West Java, Yogyakarta and NTT. So far, as many as 98 children have been placed in the care of foster parents. Placement is carried out after the prospective foster parents fulfill the requirements for foster care by the foster parents and receive a placement decree from the District/City Social Office.
The regulations for child care through foster parents do not stipulate the number of children that may be cared for by foster parents. That's why Monica's efforts to raise 13 children are worthy of support.
The Foster Care Program is a parenting program carried out by foster parents or surrogate families to meet the child's needs for love, attachment, safety and welfare in the best interests of the child. The program is also equipped with efforts to prevent the separation of children from their families and various other social problems of children through socialization activities.
"The Foster Care permit can go to the local Social Office and can be extended every year," added Kanya.
Monica explained that in caring for her thirteen children, she ensures that the children's civil rights, namely birth certificates, are fulfilled according to the conditions of the children and their parents. “I realized that I was only caring for and raising, not giving birth. So I do not want to eliminate the lineage of children. I also did not adopt the children but were given the same care and facilities and in the same house with me and my family,” said Monica.
The Ministry of Social Affairs appreciates Monica's efforts and hopes that other parents who are willing to become foster parents for children who need care can follow.
“Mother's efforts to raise the children have been extraordinary. The Minister of Social Affairs asked me to come because he could not visit yet. He expressed his support for Mrs. Monica's sincere efforts in raising these children. We also hope that you can become a role model or ambassador for the Foster Care Program," explained Kanya.
During the visit, the Directorate of Child Social Rehabilitation also provided baby ropes in the form of diapers, formula milk and toiletries for the children who were cared for by Monica. In addition, Kanya and the team also conveyed various rules related to alternative parenting and had the opportunity to see firsthand the thirteen children who were cared for by Monica.
“I want to inspire a lot of people with what I've done. There may be many other Monicas out there, but they haven't been moved yet. I have a dream that these children can become successful people in the future, from nobody to somebody,” said Monica.
