Increasing Synergy with Stakeholders, “Wyata Guna” Disability Center Holds Technical Coordination Meeting on ATENSI Program
BANDUNG (7 April 2021) - The Ministry of Social
Affairs through “Wyata Guna” Bandung Center for Disabilities held a Technical
Coordination Meeting on the Social Rehabilitation Assistance Program (ATENSI)
for Persons with Disabilities at the Savoy Homan Hotel, Bandung, from 5 to 7
April 2021. The meeting was attended by 60 participants from the Social Service
Office in 10 provinces in the area covered by the "Wyata Guna" Disability Center,
namely the Social Service for the Province of Lampung, East Kalimantan, South
Kalimantan, West Kalimantan, Banten, DKI Jakarta, West Java, Central Java, Yogyakarta,
and East Java, Regency/City Social Service, Companion for Persons with Disabilities,
and employees of "Wyata Guna" Center.
Director of Social
Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, in her direction
conveyed that ATENSI is a new platform in social rehabilitation services, on
how to respect and protect persons with disabilities. Social rehabilitation
services are not due to illness but because they have the same rights to live,
grow, and develop. The ATENSI process must be integrated with business
processes, starting from facilitation of access, intake, and engagement,
comprehensive assessment, intervention, supervision to monitoring and evaluation.
"Assessment, for
example, is very important to determine the right service, because each person
is unique, has potential, so it is necessary to dig deeper into the person's
condition, both problems and needs, and opportunities," said Eva Rahmi
Kasim. ATENSI is also carried out through the ATENSI Creation Center as a form
of the results of the services provided through skills training in each center,
for example baristas, agriculture, and animal husbandry. ATENSI implementation
is also carried out through case responses, as evidence that the state is
present in handling social problems quickly and accurately.
Head of the "Wyata Guna"
Bandung Center for Disabilities, Sudarsono said that this meeting is an
application of Government Regulation Number 52 of 2019 on the Implementation of
Social Welfare for Persons with Disabilities, and Regulation of the Minister of
Social Affairs Number 16 of 2020 on Social Rehabilitation Assistance. "To
achieve the goals of ATENSI, synergy is needed between the Ministry of Social
Affairs and all stakeholders and other related parties. Cross-sector
cooperation will mutually support the implementation of ATENSI," said
Sudarsono. ATENSI based on family, community, residential, and case responses
was carried out by the "Wyata Guna" Disability Center as an effort to provide
support and realize the independence of persons with disabilities.
The implementation of ATENSI is also developed through the activities of the ATENSI Creative Center and outreach for case responses with multi-service targets, such as handling disaster victims, people with physical, mental and other disabilities because ATENSI is a real action of the Ministry of Social Affairs in the community, said Sudarsono. Implementation of ATENSI refers to business processes in accordance with the Minister of Social Affairs Regulation 16 of 2020 on ATENSI.
A service practitioner for persons with disabilities from the Kumala Foundation, Abah Dindin, was present as a speaker delivering material on the Development Model for the Disability Group. According to him, activities carried out for persons with disabilities at his foundation are oriented towards social investment and social empowerment, and place the persons with disabilities as subjects, not as the objects of activity.
One of the activities that can be used as an example for LKS in Indonesia is the management of waste into useful products, through methods of reusing and recycling waste. Waste discarded by the community is processed into goods that have resale value, processed into organic fertilizers and other creative items. So that the activities carried out can provide real benefits for persons with disabilities.
The meeting also presented a speaker from the Bandung City Population and Civil Registry (Disdukcapil) office, Dendi Hermansyah. Dendi delivered material about Proactive Services for Persons with Disabilities in Bandung through the GISA (Adminduk Awareness Indonesia Movement) program. GISA is an effort to improve the government ecosystem that is aware of the importance of occupation documents, including population services for disabilities. This service uses proactive services as well as online services with the Salaman application, the youth application, the e-Punten application and e-mail.
This proactive service can
be carried out in community institutions that deal with disabilities, using
Disdukcapil operational vehicles and officers to record electronic residence
identification card (e-KTP). So that all residents can be served by
Disdukcapil, including persons with disabilities who still do not have E-KTP.
The meeting was closed with the signing of the recommendations by participant representatives. These recommendations include the need to improve the DTKS through SIKS-NG, the need for synergy between the central and regional governments, the need to hold a coordination meeting at least 2 times a year, and the need for involvement in the implementation of ATENSI between the Ministry of Social Affairs and the provincial, regency/city social services, LKS, companions, and all elements of source system.
