BEKASI (December 8, 2020) - The Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat, explained the importance of preparing Performance Reports (LAKIN) for government agencies in the activities of Preparing Performance Accountability Reports within the Directorate of Social Rehabilitation of Persons with Disabilities. "LAKIN is an important instrument in ensuring that bureaucratic reform has been carried out effectively, as evidenced by accountable program results. Basically, the main thing is consistency between the strategic plan and LAKIN," explained Harry.

Harry mentioned that the elements included in LAKIN include Performance Agreements which function to ensure that efforts to achieve targets are agreed with competent officials. Furthermore, Performance Measurement which will ensure the progress of achieving the target is measured appropriately.

"The third element of LAKIN is Performance Data Management to ensure performance data is managed properly to find out achievements from year to year. Everything will be stated in the form of Performance Reports according to the duties and functions of the Directorate General of Social Rehabilitation," said Harry.

Harry added that LAKIN contains a description of performance which consists of 3 (three) components, namely output, outcome, impact. "The output will be evidence of performance achievement (outcomes) that can be known, among others, from the number of beneficiaries who are able to fulfill their basic needs, are able to carry out self-care, are able to carry out self-actualization and can return to their families. "Furthermore, the number of beneficiary families who are able to implement care/social protection, the number of communities and human resources capable of carrying out Social Rehabilitation Assistance (ATENSI)," he added.

The social rehabilitation reform implemented by the Ministry of Social Affairs in 2020 is the transformation of social assistance into social services in the form of ATENSI program, thus requiring adjustments in performance reporting.

ATENSI for Persons with Disabilities is a direct service through 19 Technical Implementation Units (UPTs) belonging to the Ministry of Social Affairs through the Social Rehabilitation Center for Persons with Disabilities according to various disabilities. The seven components of the ATENSI program consist of support for fulfilling a decent life, social care and/or child care and family support. Furthermore, therapy, vocational training and entrepreneurship development, social assistance and accessibility support.

Indirect services are carried out by the Directorate of Social Rehabilitation for Persons with Disabilities and the Secretariat of the Directorate General of Social Affairs of the Ministry of Social Affairs. One form of indirect service is a social campaign through a campaign to prevent social problems, publications, education, outreach and information expansion.

The website contains high-quality and high-quality works and products from Persons with Disabilities," said Harry.

On the same occasion, the Director of Social Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, said that LAKIN is a must that must be carried out every year as a form of accountability in performance accountability, measuring results and as a basis for planning next year's programs," said Eva.

Eva urges through this activity to review what has been done and review what has been done in accordance with the rules that have been set. "LAKIN, we also have to adapt to the new platform for ATENSI for Persons with Disabilities," said Eva.

The Inspectorate for Social Rehabilitation, Margowiyono, reiterated that the objective of LAKIN in accordance with Permenpan Number 53 of 2014 is to provide measurable performance information to the recipient of the mandate on the performance that has been and should have been achieved. "LAKIN is also an effort for continuous improvement for government agencies to improve performance," added Margo.

The LAKIN compilation activity from December 6 to 8 was held in Bekasi which was attended by 19 Social Rehabilitation Centers for Persons with Disabilities, Secretary General of Social Rehabilitation and Social Rehabilitation for Persons with Disabilities Directorate.
