BEKASI (March 25, 2021) - The Indonesian Minister of Social Affairs, Tri Rismaharini, opened the Technical Coordination Meeting (Rakornis) for the Social Rehabilitation Program at the Aneka Bhakti II Building, Bekasi. This event was held to coordinate social rehabilitation program policies to the Technical Implementation Unit (UPT) within the Directorate General of Social Rehabilitation.

This coordination meeting will prepare plans for the development and expansion of the ATENSI Creation Center in each UPT by maximizing the functions of the buildings and buildings owned, modernizing equipment and regulations for the implementation of the UPT's tasks.

In addition, this Rakornis also discusses the development of multifunctional services in each social rehabilitation center. Now the center is directed to be able to provide services to all social rehabilitation clusters, namely Children, Elderly, Persons with Disabilities, Victims of Drug Abuse as well as Persons with Social Deviance Issues and Victims of Trafficking in Persons in the short term.

Gradually, in the medium term, it will function to serve various social service needs, including referrals for the poor and other vulnerable groups.

Risma said that to produce good outputs, cooperation is needed, both between Echelon I Work Units and between Social Rehabilitation Centers. "Integration is important to accelerate beneficiaries out of poverty. We cannot communicate alone, both between Echelon I Work Units and between Social Rehabilitation Centers so that our goals (targets) are achieved, namely the welfare of the community," said Risma.

Risma directs Center to do innovations. "For example, the output is like being able to provide adaptive wheelchairs for friends with disabilities," said Risma.

In addition, Risma also said that realizing a multifunctional center was not easy. "It is not easy indeed as it requires special skills in providing services, for example services for persons with disabilities, services for children who need special protection, the elderly, victims of drug abuse and persons with social deviance issues and victims of trafficking in persons. So this technical meeting will discuss these multifunctional services, but we certainly can," said the Minister of Social Affairs.

This multi-functional service will in the future accelerate the response to beneficiaries in need in the coverage area of ​​the center. "If we can help people a lot, why don't we do it," said Risma.

For information, the Directorate General of Social Rehabilitation of the Indonesian Ministry of Social Affairs prioritizes groups that experience obstacles, difficulties, or disturbances in carrying out their social functions. This includes people who have a life that is not humanely worth it.

For example, prioritizing the budget for the needs of persons with disabilities. "The Ministry of Social Affairs has optimized the budget for the manufacture of electric wheelchairs. This chair is for friends with disabilities who need it, both people with cerebral palsy and people with hydrocephalus.

The policy of the social rehabilitation program has a differentiation between the technical directorate and the UPT. The technical directorate implements programs indirectly, such as prevention campaigns, publications, socialization, education and information expansion, technical guidance, policy reflection, supervision, monitoring and evaluation, formulation of guidelines and social advocacy. On the other hand, the UPT with the new branding of social services carries out direct services through Social Rehabilitation Assistance (ATENSI).

ATENSI uses a family, community, and/or residential based approach through activities to support the fulfillment of a decent living, social care and/or child care, family support, therapy (physical, psychosocial, mental spiritual), vocational training and entrepreneurship development, social assistance and support, and accessibility support.

Each UPT is directed to develop the ATENSI Creation Center (SKA) as a center for entrepreneurship and vocational development as well as media for promoting the work of beneficiaries in one area. The ATENSI Creation Centers that have been inaugurated are the Pangudi Luhur Training Center in Bekasi and the Kartini Disability Center in Temanggung.

The Director General of Social Rehabilitation, Harry Hikmat, reported that the ATENSI Creation Center at Pangudi Luhur Training Center Bekasi is full of visitors every day, from the culinary center, fishing pond to agro-tourism. The number of visitors until March 24, 2021 was 3,465 people, with a total gross profit of IDR 28.4 million.

Meanwhile, the ATENSI Creation Center at Kartini Center in Temanggung has managed to sell 187 pieces of Ciprat Batik. The sales proceeds have also been directly given to the beneficiaries who make splashed batik. In less than a month, SKA visitors reached 1,710 people, the total turnover at SKA Kartini as of March 24, 2021 reached IDR 67 million with a gross profit of IDR 12.4 million.

The purpose of the ATENSI Creation Center is to improve entrepreneurial and vocational skills, create job opportunities, increase the level of social welfare of beneficiaries from marginalized/abandoned groups and create shopping and recreation areas in one area.

In the future, all the works displayed at the ATENSI Creation Center will not only be the work of beneficiaries of the ATENSI program, but also beneficiaries of the Family Hope Program (PKH), Joint Business Group Program (KUBE) and Social Entrepreneurship Program (ProKUS).

Risma again reminded that the Ministry of Social Affairs is one. "We are one, the Ministry of Social Affairs is here. Let's work hand in hand to realize the welfare of the community. Starting from small steps to get to bigger steps," she concluded.

On this occasion, Risma handed over data processing equipment with a total of 162 laptops, 129 printers, 51 scanners and 32 Personal Computers. In addition, there was assistance from Puls Trading Far East Limited for 5,317 pcs of women's clothes with the Other Stories brand. This assistance was given to beneficiaries in 41 UPTs within the Directorate General of Social Rehabilitation.

This assistance is given by Risma to beneficiaries in social rehabilitation centers, one of which is for children who are beneficiaries who are undergoing an online learning system.

The 2021 Social Rehabilitation Program Coordination Meeting was attended by 46 offline participants consisting of Echelon I officials within the Indonesian Ministry of Social Affairs, Special Staff to the Indonesian Minister of Social Affairs, Echelon II Officials and Head of UPT within the Directorate General of Social Rehabilitation and the Technical Team of the Indonesian Minister of Social Affairs. Structural Officials, Program Implementers and other participants are present online to implement health protocols to prevent the spread of the COVID-19 Pandemic.
