JAKARTA (December 11, 2020) - The increasing complexity of the problem of Social Welfare Service Recipients (PPKS) has an impact on the increasing need for social rehabilitation services.
In some cases, the problems that occur have threatened the safety of human life. For example, children and the elderly who are abandoned by their families, as well as trafficked women.
"Not even a few of them have experienced acts of violence. Not to mention there are teenagers and young people who initially only become victims of drug abuse, then become addicts, and even become infected with HIV/AIDS. There are also people with mental disabilities who experience stocks," said the Indonesian Minister of Social Affairs. Ad Interim, Muhadjir Effendy when giving a speech at the National Coordination Meeting (Rakornas) for the Evaluation of the 2020 Social Rehabilitation Program, at the El Royale Hotel, Jakarta, Friday (11/12).
This, said Muhadjir, requires handling in a coordinated, integrated and directed manner between various parties. Moreover, in the midst of active national development in various fields, not all citizens are able to access existing opportunities.
The Minister of Social Affairs said that in implementing the social rehabilitation program, we need to pay attention to 6 technical policies, namely respect, protection and fulfillment of PPKS rights; Strengthening the integrated social rehabilitation system with social security, social empowerment and social protection for beneficiaries; Expansion of social rehabilitation coverage for family, community and residential-based beneficiaries.

Then, strengthening the capacity & institutionalization of the Social Rehabilitation Centers and Social Welfare Institutions (LKS); Increasing social campaigns through prevention campaigns, publications, socialization, education and information dissemination of social rehabilitation programs in all sectors and communities; and increasing the role of the community and the private sector in social rehabilitation services.
"This Directorate of Social Rehabilitation has very broad dimensions, there are many clients. Currently we are working hard to expand access so that more and more people get services so that PPKS can be served because this is their right as a citizen," he said.
He stated that social rehabilitation activities in 2020 were carried out by the Central Office, Technical Implementation Unit (UPT) and local governments targeting victims of drug abuse, people with disabilities, socially disabled and victims of trafficking in persons, social rehabilitation of children and the elderly. to overcome these obstacles.
"With this evaluation, we get an explanation of what the Directorate General of Social Rehabilitation has done during 2020. Then a more careful and efficient plan is drawn up in the use of the budget so that access can be further expanded with unchanged quality. Hopefully it can increase," he explained.
In addition, Muhadjir also mentioned the importance of providing education to the community to be cooperative if there are family members who have special needs.
Because, he added, there are still parents of children with special needs who consider it a disgrace so they don't get proper treatment.
"For example, for children with autism, currently only served in the range of 18% - 20%. The reason is because the child's parents consider it a disgrace, even though these children usually have privileges that must be explored for their future provisions," he said.
Muhadjir also appealed to the Directorate General of Social Rehabilitation to continue to strengthen the Social Rehabilitation Assistance (ATENSI) program as a Social Rehabilitation service program that uses a family, community, and/or residential-based approach through activities to support the fulfillment of decent living needs, social care and/or child care, family support, physical therapy, psychosocial therapy, mental spiritual therapy, vocational training, entrepreneurship coaching, social assistance and social assistance, and accessibility support.
In addition, the Minister of Social Affairs also reminded that in 2021 one of the government's focuses is improving the national economy.
This, he continued, is because the impact of the COVID-19 disaster is predicted to still exist and it must be a joint task to support the handling of this.
