JAKARTA (October 30, 2020) - The Directorate of Social Rehabilitation for Persons with Disabilities, Ministry of Social Affairs, has realized the mandate to fulfill the rights of Persons with Disabilities (PD) in the form of the Social Rehabilitation Program for Persons with Disabilities to restore and develop social function abilities properly.

Integrated and sustainable social services (one stop service/single window service) is a new paradigm shift for the Ministry of Social services in handling Persons with Disabilities problems.

Head of Sub-Directorate of Social Affairs for People with Intellectual Disabilities, Sumiatun explained that disability is a cross cutting issue that needs to be handled comprehensively and multi-sectorally from various elements, including the business world. "The Ministry of Social Affairs really supports the Enklude program in terms of empowering PwD by improving work skills, getting jobs so that they can be independent with their own income," said Sumiatun in today's meeting organized by Enklude at the Holiday Inn Jakarta.

The Ministry of Social Affairs has 19 centers for persons with disabilities spread across various regions that provide Social Rehabilitation Assistance (ATENSI) services for PD and social service centers as a form of state presence. ATENSI for Persons with Disabilities as a way to respond to the problems of persons with disabilities ranging from children to the elderly is said to be life cycle-based treatment.

The implementation of ATENSI is carried out with a family, community and residential based approach. "The community-based services that we have empowered with the community and local governments, such as the Sheltered Workshop, have more than 20 people spread across Central Java, East Java and Yogyakarta," said Sumiatun.

Sheltered Workshop is an effort by the Ministry of Social Affairs in providing job opportunities and protection for persons with disabilities through guidance on daily activities, social activities, and skills for productive economic enterprises.

This is supported by the Enklude program as a social institution whose mission is to provide inclusion and sustainability so that a balance is formed for persons with disabilities. “Enklude's partnership program through empowering persons with disabilities to improve their employability and inclusion in the Indonesian labor market, as well as around the world,” said Havishyan Thakral from Enklude.

Havishyan conveyed the reasons for the importance of empowering people with disabilities, among others, there are 1 million people with disabilities in the world who suffer from stigma and discrimination by society. This condition causes them to have fewer opportunities for work, training and education.

"Enklude hopes that with our program, people with disabilities will have work skills, get jobs so they can be independent with their own income. Furthermore, they can become role models or role models and even leaders among people with disabilities," said Havishyan.

Enklude has conducted a selection of companies that will accommodate workers with disabilities on the condition that they can be trusted and make workers with disabilities comfortable.

"The form of cooperation between the Ministry of Social Affairs and Enklude can be in the form of increasing awareness that people with disabilities need to be given job opportunities, promoting the rights of people with disabilities and supporting people with disabilities. In fact, we will promote to the world that Indonesia is inclusive in services for people with disabilities," said Havishyan.

Enklude's Co-Founder, Kavita Thakral assured that people with intellectual disabilities would be more focused in training. "Enklude will choose a company that matches the abilities of people with disabilities with mentors who accompany them so that they are safe. Even though they are open to people with other types of disabilities, based on experience in Singapore and interview results, people with intellectual disabilities can be prioritized," explained Kavita.

The Ministry of Social Affairs strongly supports the empowerment program for people with disabilities who are ready to work according to the company's request through programs that have been carried out so far, including through social rehabilitation centers for people with disabilities. However, what must be a concern for all parties is that the arrangement of working hours for workers with intellectual disabilities must be flexible.
