SURABAYA (March 30, 2021) - The Ministry of Social Affairs responds to the needs of people with mental disabilities in the Keputih Social Boarding School (Liponsos) Surabaya, East Java. A total of 200 People with Mental Disorders (ODGJ) were taken to the Phala Martha Disability Center in Sukabumi and the Margo Laras Disability Center in Pati belonging to the Ministry of Social Affairs to receive social services.

The Indonesian Minister of Social Affairs, Tri Rismaharini, directed the Social Rehabilitation Centers to deal with ODGJ in Liponsos Keputih, Surabaya, which had excess capacity.

Of the 1,300 ODGJ in Liponsos Keputih, as many as 200 ODGJ were brought by the Ministry of Social Affairs for social services, namely 100 ODGJ will be provided services at the Phala Martha Disability Center in Sukabumi, West Java and another 100 ODGJ will be provided with social services at the Margo Laras Disability Center in Pati, Central Java. The number of transfers is adjusted to the capacity of each Center.

Head of the Phala Martha Disability Center in Sukabumi, Cup Santo, said that based on a quick assessment, almost all of the ODGJ's addresses and families were not known for certain. "This requires hard work and cooperation between parties to return them to their families after receiving social services. If reunification (return to family) is not successful, we will look for alternatives through developing networks with local governments and Social Welfare Institutions," he said.

Considering that the Center has a limited capacity, ATENSI services will occur not only on a residential basis, but also on a family and community basis.

Head of the Margo Laras Disability Center in Pati, Jiwaningsih added that this activity is one of the proofs that the Ministry of Social Affairs is always present for beneficiaries, both in the family, community, Social Welfare Institutions (LKS) and in homes belonging to the Regional Government, such as the one in Liponsos Keputih.

Jiwaningsih said that this step is also proof of the synergy between the central government and local governments, especially in handling ODGJ.

When they arrived at Liponsos Keputih on Monday (29/3), the outreach teams from the two centers collaborated to conduct a rapid assessment of ODGJ. Then Rapid Antigen was also carried out on ODGJ who would be brought to ensure they were in good health, not exposed to COVID-19.

The two centers will provide Social Rehabilitation Assistance (ATENSI) to ODGJ who are also beneficiaries, starting from a comprehensive assessment, intervention plans based on the results of the assessment, physical, mental, psychosocial and entrepreneurial therapy as well as monitoring and evaluation of ODGJ. Each beneficiary will receive a different intervention because it is adjusted to the results of individual assessments.

Social Minister Risma also directed that ODGJs could be given simple skills, starting from farming such as planting flowers, cultivating chili vegetables, eggplant, long beans and raising chicken pieces and laying hens.

Then the results can be sold or processed into ready-to-eat food and the proceeds of the sale are directly given to the beneficiaries. This effort can realize the social and economic independence of the beneficiaries.

"We are very grateful for the assistance from the Ministry of Social Affairs, because in accordance with the direction of the Minister of Social Affairs Risma, the condition in Liponsos Keputih is over capacity and needs serious handling," said Nanik Sukristina, Secretary of the Surabaya City Social Office.

Nanik added that the Surabaya City Government hopes that the synergy between the center and the regions will be strengthened so that the handling of social problems can be overcome together.

Later, the handling of ODGJ at the Margo Laras Disability Center in Pati will be supported by the Kartini Disability Center in Temanggung, Prof. Dr. Soeharso in Surakarta, the Satria Resident Center in Baturaden and the Antasena Children's Center in Magelang.

Meanwhile, the Phala Martha Disability Center in Sukabumi will be supported by the surrounding centers, namely the Kahuripan Training Center in Sukabumi, the Inten Suweno Vocational Center in Cibinong, the Ciungwanara Disability Center in Bogor and the Galih Pakuan Resident Center in Bogor.

These social rehabilitation centers will support the handling of ODGJ by sending competent human resources, ranging from social workers, social educators, psychologists, psychiatrists, nurses, counselors, occupational therapists to skills instructors.

The ODGJ pick-up process involved the Directorate of Social Rehabilitation for Persons with Disabilities, Head of Disability Center Phala Martha and Head of Disability Center Margo Laras, Coordinator of Assessment and Social Advocacy, Social Workers, Social Counselors and Nurses from both centers.
