JAKARTA (November 3, 2020) - The Ministry of Social Affairs through the Directorate of Social Rehabilitation for Victims of Abuse of Narcotics, Psychotropics and Other Addictive Substances (Directorate of RSKP Drugs) held a Coordination Meeting (Rakor) for the Follow-up to the National Action Plan for the Prevention and Eradication of Abuse and Illicit Traffic in Narcotics and Narcotics Precursors (RAN P4GN and PN) located at Cawang Kencana Building, Jakarta, which was opened by the Director of RSKP Drugs, Victorious Siahaan.
This coordination meeting was attended by 25 participants consisting of relevant Ministries/Institutions, namely the Coordinating Ministry for Human Development and Culture, National Narcotics Agency, Ministry of Health, Ministry of Home Affairs, Ministry of Law and Human Rights, Indonesian Police, Ministry of Communication and Information Technology, Population and Family Affairs Agency. National Planning, Ministry of Social Planning Bureau, Ministry of Social Counseling Center, Structural Officials and staff of the Directorate of Drugs and Drugs Control RSKP.
In his remarks, Victorious Siahaan stated, "Drug abuse is already so worrying. If this condition is not taken seriously, then in the next few years we will lose healthy and efficient Human Resources (HR) to build the nation. one of them is by compiling RAN P4GN and PN. This National Action Plan is an effort that is carried out across sectors, namely each Ministry/Institution makes various efforts according to their duties and functions to achieve the common goal of saving the community from the snares and abuse of drugs".
This activity is a form of implementation of Presidential Instruction (Inpres) Number 2 of 2020 concerning RAN P4GN and PN Years 2020-2024 in order to establish synergy between relevant Ministries and Institutions in the sustainability of the implementation of RAN P4GN and PN with the aim of identifying problems and obstacles experienced and together to find solutions to these problems. Identification and analysis of the RAN Performance Determination and its achievements are also carried out, both qualitatively and quantitatively from each Ministry/Agency as a report to be submitted to the President of the Republic of Indonesia.
The National Narcotics Agency (BNN) as the RAN Coordinator, was represented by the Head of Sub-Directorate. PLLRIP Sutarso, stated that an integrated system would be designed between related Ministries/Agencies, so that it would facilitate the reporting of RAN P4GN and PN as well as access to data on drug abusers required by the government. For example, to find out the number of drug abusers who are being rehabilitated by BNN, the Ministry of Health and the Ministry of Social Affairs no longer need to ask the three Ministries/Institutions, but they are already available in one system. The target for 2020 is to determine the design of what forms, criteria and data will be integrated. For this purpose, a drafting team will be formed. By 2024, it is hoped that this system will be implemented.
In response to the statement, the Head of the Social Counseling Center of the Ministry of Social Affairs, Hasim, who was also present, welcomed the idea and the Ministry of Social Affairs is ready to cooperate. Furthermore, Hasim stated that the Ministry of Social Affairs already has a database, namely the Next Generation Social Welfare Information System (SIKS-NG). From this system, we will sort out what data needs to be integrated. Ministry of Social Affairs through Directorate of RSKP Drugs with the Center for Data and Information on Social Welfare (Pusdatin Kesos) can carry out further discussions in an effort to support database integration between related Ministries/Institutions to support the reporting of RAN P4GN and PN in the future, he concluded.
This activity is concluded with the submission of follow-up updates from all Ministries/Institutions in the form of achievements that have been and will be implemented based on the 2020-2024 RAN P4GN and PN Performance Determination.
