SUKABUMI (October 24-25, 2020) – The Directorate of Child Social Rehabilitation along with "Handayani" Children's Center supported by UNICEF carried out community-based Social Rehabilitation Assistance (ATENSI) in Kabandungan District, Sukabumi Regency, 24-25 October 2020. This activity is a response to the occurrence of sodomy against dozens of children in Cihamerang and Cipeuteuy Villages, Kabandungan District a few months ago. In addition to carrying out social rehabilitation for children and their families, the Ministry of Social Affairs considers it important to strengthen the community around children so that they are more concerned and responsive to various children's problems.
This Community-Based ATENSI is entitled "Community Care for Children" with the tagline for the West Java region #NgasuhBabarengan. The activity began with Focus Group Discussions with community leaders in Cihamerang and Cipeuteuy villages to identify risk and protective factors, resources in both villages and action plans for child protection. The figures involved are expected to be at the forefront of preventing children's problems and responding quickly if problems occur.
Kanya Eka Santi, Director of Children's Social Rehabilitation who attended the event said, “Handling children's problems needs to optimize regional potential or local wisdom. We realize that the figures in the community have a very big role. Therefore, through the character of Father and Mother, we hope that Cihamerang and Cipeuteuy become pilot villages in child protection. From what used to be a lot of child problems to be less or even non-existent. We hope we can all raise children together or in Sundanese “Ngasuh Babarengan.” Kanya emphasized that Ngasuh Babarengan does not mean physically that children must be cared for by many families, but rather a shared concern to ensure child safety, child welfare and the involvement of all parties in creating a conducive environment for children's growth and development.
The Focused Discussion activity was opened directly by the Director of Child Social Rehabilitation accompanied by the Village Heads of Cihamerang and Cipeuteuy and facilitated by Lecturers of Poltekessos Bandung, Tuti Kartika and Dwi Yuliani. On the first day of the activity, participants were invited to build trust or trust building to identify the strengths of each participant in forming a good self-concept. Next, participants formulate themes, symbols, logo meanings, vision and mission, as well as values for the formation of the foundations of a Child Care Community. The two villages call it the Child Care Task Force (Satgas Peduli Anak).

With the formation of the basics of the Child Care Task Force, the participants were able to identify the strengths in the village and categorize them into protective factors for the village and its community. In addition to protective factors, each participant mentions risk factors (problems or deficiencies) that exist in the area. From the risk factors, the priority of existing problems is determined to be overcome together with the community to further determine an action plan.
Focused discussion activities in Cihamerang Village resulted in a follow-up plan including increasing the capacity of children, increasing the capacity of parents, and strengthening the rights and obligations of parents and children (meeting of all RT heads). In addition, the follow-up plan that will be carried out in Cipeuteuy Village is child care training in Cisalimar and Alow Hamlets, as well as counseling about children's rights to community leaders in Cipeuteuy Village.
The activity plans that have been prepared will be monitored and evaluated once a week to find out the progress of activities. The results of the series of activities will be presented by each village representative at the Community-Based ATENSI workshop. This activity is also the forerunner of community-based social rehabilitation activities which will be replicated by the Ministry of Social Affairs' centers according to their respective work areas.
The Heads of Cihamerang and Cipeuteuy Villages expressed their gratitude for the concern and presence of the Ministry of Social Affairs which has given attention to children's problems in Kabandungan District. They hope that through this collaboration efforts to protect children in the two villages will be more optimal.
