Ministry of Social Affairs Drafted Indonesian National Work Competency Standards

JAKARTA (November 12, 2020) - The Ministry of Social Affairs continues to strive for the quality of human resources (HR) in providing social services to Drug Abuse Victims. Efforts are made through the Draft Indonesian National Work Competency Standards (SKKNI) Assistance for Social Rehabilitation of Drug Abuse Victims.

To implement the Social Rehabilitation Assistance (ATENSI) program promoted by the Ministry of Social Affairs through the Directorate General of Social Rehabilitation, it is necessary to have qualified human resources, namely Social Rehabilitation Assistants.

The Director General of Social Rehabilitation, Harry Hikmat said that the activity organized by the Center for Social Work Profession Development (P4S) of the Indonesian Ministry of Social Affairs had provided a golden opportunity for the Directorate General of Social Rehabilitation to carry out companion specialization.

Social Rehabilitation Assistant is a social welfare human resource that includes social workers, social welfare workers, social volunteers and social extension workers who work in the field of attention.

This Social Rehabilitation Assistant will implement the ATENSI program which consists of 7 activities, namely support for the fulfillment of a decent life, social care and/or child care, family support, therapy (physical, psychosocial, mental and spiritual), vocational training and entrepreneurship development, assistance and social assistance and accessibility support.

The ATENSI program aims to improve the ability of individuals, families and communities to fulfill basic needs, carry out social tasks and roles, and overcome problems in life.

Harry said that so far there are 1001 assistants for Drug Social Rehabilitation, consisting of Drug Social Workers and Addiction Counselors. Roles and functions as family counselor, consultant, case manager, advocate, mediator, administrator, facilitator to broker.

This Indonesian National Work Competency Standard (SKKNI) is a work ability formulation that includes knowledge, skills, expertise and minimum work attitudes that a person must have to carry out tasks / jobs, especially those applied nationally.

Skills in human resource management are necessary in the context of ensuring intervention in social work in the field of social drug rehabilitation. “We must have special skills to speak about drugs, for example in conducting a therapeutic community. It's a skill that develops in the community. This therapeutic community is very comprehensive, in which there is also a spiritual approach," said Harry.

The SKKNI, which is compiled and registered with the Ministry of Manpower, will be the basis for issuing licenses for the certification scheme for the Social Rehabilitation Facilitator for Drug Abuse Victims. This certification scheme will create a level of qualification and competence for Social Drug Rehabilitation Facilitators that are recognized by the state and their status becomes legal-formal in the Indonesian National Qualifications Framework (KKNI).
