Ministry of Social Affairs Handles Cases of Physical Violence Against Children of Foreign Citizens

JAKARTA (February 26, 2021) - On February 3, 2021, the Ministry of Social Affairs through the "Handayani" Center for the Social Rehabilitation of Children Needing Special Protection in Jakarta received a referral for a child from DKI Jakarta Integrated Service Center for Women and Children Empowerment (P2TP2A) with the initials "YY" aged 17 years. "YY" is a foreign citizen (WNA) who is a victim of physical violence by her mother.
"YY" is the child of the marriage between the father (an Indonesian citizen) and the mother who is a foreigner. During this time "YY" and her older sister were raised by her aunt and grandmother abroad, while her parents and younger brother were in Indonesia because her father had a job in Indonesia. Conveyed by "YY" that he has been in Indonesia since December 16, 2019 for the holiday and celebrating Christmas. However, until now "YY" and her older sister still live in Indonesia with their parents.
"YY" said that her family's conditions for the first 6 months were well established and very pleasant, but in August 2020, that was the first time the mother used physical violence on the face, then the second time it was carried out in mid-January 2021 and at the end of January 2021.
"YY" reported this case to the Indonesian Embassy and Child Protection Commission (KPAI). Following up on this, KPAI helped resolve this issue by reporting it to the West Jakarta Police.
"If only my mother didn't hit me, I feel very happy living with her. But why did she hit me? I just want to go back to my country)," said "YY" while shedding tears.
A different condition was conveyed by Mrs. "YY" through an assessment which was also carried out by the Social Worker of the Children's Center "Handayani", Tirani. The mother said that what she did was one way to discipline her child.
"I really love my child and don't want anything to happen to my child. Because Indonesia has a very different culture from the country where she lives. Teenagers here are more polite and orderly," said Mrs "YY" who has been fluent speak Indonesian.
This family problem was further complicated when it was finally discovered that "YY" and her sister had stayed in Indonesia for more than the time on their holiday VISA, which was only one month after their arrival.

KPAI, which has been overseeing the "YY" case since the beginning, today (25/02) has facilitated several institutions including the "Handayani" Children's Center to discuss the development of the case and preparation for the care of "YY". The Head of the "Handayani" Children's Center, Hasrifah Musa, the Section Head of Social Rehabilitation Services, Bambang Wibowo and Tirani explained the services that the "Handayani" Children's Center had provided for "YY".
"In the implementation of case management, we make sure that the improvement in the interaction patterns of children and families can be improved and better established. In addition to providing counseling for children, we also conduct regular family counseling. Currently, families, especially mothers, show good intentions and attitudes to change," said. Hasrifah.
Furthermore, the "YY" mediation process with her mother will soon be carried out through a Case Title at the West Jakarta Police. Previously, "Handayani" Children's Center would prepare for social reintegration for "YY" and invite both parents to gain an understanding of the best parenting pattern for children.
Monitoring the development of "YY" behavior and family interaction patterns after social reintegration will continue to be carried out by the Ministry of Social Affairs "Handayani" Children's Center in collaboration with DKI Jakarta P2TP2A, Ministry of Women's Empowerment and Child Protection (KPPPA) with direct supervision from KPAI.
