BREBES (August 25, 2020) - The Integrative Child Social Welfare Program (PKSAI) is a collaboration between the Ministry of Social Affairs and Unicef ​​Indonesia which aims to identify and treat children who are at risk and vulnerable to violence, exploitation, abuse and neglect, by promoting integration in the provision of services. effectively and efficiently.

The Ministry of Social Affairs through the Directorate of Child Social Rehabilitation, which was attended by the Head of Sub-Directorate for Social Rehabilitation of Abandoned Children, Mas Kahono Agung Suhartoyo, gave the highest appreciation to the Brebes Regency government for the inauguration of the Tiara PKSAI which is located on Jalan Raya Jatibarang-Brebes Km 3, Janegara Village, Jatibarang, Brebes .

"PKSAI was established for all children. However, the focus of service is on vulnerable children and especially children who need special services such as children who are victims of violence, abuse, exploitation, neglect, and children in special situations," said Agung.

Agung explained that a vulnerable situation is a child who is considered at risk of experiencing disturbances in the process of growth and development due to one or a combination of several risk factors, both within the child, his family, and the community.

"PKSAI is an important part in line with the policy of the Directorate General of Social Rehabilitation which is currently developing Social Service Centers (SERASI). In the future, the central government and local governments as well as the community need to work together to always provide integrative services for those in need," explained Agung .

The inauguration of the PKSAI, which coincides with the 75th Anniversary of the Republic of Indonesia, is intended so that all people have the same spirit to provide the best protection for the children of Brebes in the future.
 
The Regent of Brebes Regency, Idza Priyanti said, "The establishment of the PKSAI as an effort to deal with violence against children continues to this day which is still a common concern. So, to anticipate the occurrence of violence, it is necessary to seek integrated steps from various components of society. One of them is the establishment of Tiara Brebes PKSAI," said Idza Priyanti.

Furthermore, the Regent of Brebes appealed to all parties to intervene to take care of children who are vulnerable to violence. "With PKSAI, it can become a center for child protection services, one of whose missions is to reduce the high rate of violence against children," he said, adding that the existence of PKSAI could not be separated from the initiative of the Indonesian Ministry of Social Affairs, UNICEF, and the Semarang Setara Foundation.

PKSAI will be a place for integrated services, identification, and handling for children and families in Brebes Regency. “I want every child problem to be identified immediately from the start. So that the problem can be handled immediately before cases of child abuse occur and especially children in vulnerable situations. We are very ready for these children's social services, from infrastructure to human resources," he said.

Based on data on cases of child violence in Brebes Regency, from January to May 2020 there were 21 cases and divided into several cases. Namely 4 cases of physical violence, 6 cases of psychological violence and 11 cases of sexual violence.

"This number is less than the same period in 2019, there were 32 cases of violence against children. With sexual violence cases dominating as many as 15 cases, followed by physical violence 13 cases, and psychological violence 2 cases," explained Idza.

The Regent of Brebes on this occasion also confirmed the Tiara PKSAI Team based on the Decree of the Regent of Brebes number 463/139 of 2020 which was chaired by the Head of Social Security and Rehabilitation of the Brebes Regency Social Office. Meanwhile, members consist of various figures and elements of society.

The Acting Head of the Brebes Regency Social Service, Masfuri stated that PKSAI is a collaborative work for handling child problems that is directed, integrated, comprehensive, sustainable and carried out jointly by all elements of the existing community. It is not enough to do this by the PMD Social Service, PPKBPPPA Office, Youth and Sports Education Office, Health Office, and Population and Civil Registration Office.

“We cannot go it alone in providing child welfare services. There is no single institution that has a mandate to serve all aspects of child social welfare services, so it must be run together,” said Masfuri.

UNICEF Child Protection Specialist, Astrid Gonzaga Dionisio virtually congratulated and appreciated the inauguration of PKSAI by the Brebes Regency Government. "Congratulations on the launch of PKSAI. Thank you to the Regent of Brebes and his staff for their commitment to providing the best for children. Integrative children's services can be carried out if all interested parties are always united and work well together. Indonesian children are advancing, and so is Indonesia," said Astrid.

Furthermore, the Head of the UNICEF Representative Office for the Java-Bali region, Arie Rukmantara, revealed that the inauguration of the PKSAI is a clear proof of the active participation of the community in upholding children's rights.

“This means that all children in Brebes will be protected, guaranteed, and ensured that their rights are recognized. Thank you and salute for all the hard work of the entire Brebes community," said Arie.

PKSAI coordinates a network of referral services for direct child care and for strengthening parenting. Each reported case will be assessed for a treatment plan by the social worker.
