Ministry of Social Affairs Prepares Operational Standards for Providing Operational Assistance

JAKARTA (October 9, 2020) - Located at the Puri Mansion, West Jakarta, the Director General of Social Rehabilitation Harry Hikmat, accompanied by the Director of Social Rehabilitation for Persons with Disabilities Eva Rahmi Kasim, gave a speech and direction on the activity of Preparing Operational Standards for Providing Operational Assistance for Social Welfare Agencies for People with Disabilities (LKS PD).
Also attending the event were 30 invitees consisting of the Head of Sub-Directorate in the RSPD Directorate, Auditor of the Inspectorate General for Social Rehabilitation, Secretariat of the Directorate General of Social Rehabilitation, Finance Bureau of the Ministry of Social Affairs, Social Office of DKI Jakarta Province, assistants for persons with disabilities and LKSPD observers.
Harry Hikmat said that the logic of thinking in the ATENSI standard departs from things that are fundamental, strategic and down to earth to meet the needs of people with disabilities. In preparing operational standards, it is important to note that all policy and program directions are mandated by the Ministry of Social Affairs based on Law Number 8 of 2016 concerning Persons with Disabilities. To Respect, to Protect and to Fulfil from social risks, neglect, mistreatment, exploitation, discrimination, and fulfillment of the rights of persons with disabilities.
Within the framework of Habilitation, operational assistance for LKS PD can be provided on an ongoing basis because LKS PD can provide continuous services to persons with disabilities. in accordance with the time needed and to support daily activities and support potential that can be developed so that they can be independent. Meanwhile, social rehabilitation is present as needed and can be carried out in the short term and in the form of temporary shelters while still taking into account the goal of increasing the social functioning of persons with disabilities.
Harry Hikmat further said that in the preparation of laws and regulations, instruments to operational standards, it is necessary to pay attention to the existing situation and conditions, including the current COVID-19 pandemic situation. Regulations related to the government's efforts to prevent, respond to and deal with the impact of the COVID-19 pandemic should be included in the guidelines that are being prepared.
"We have to open up the possibility that they (LKS) require the use of operational assistance for, for example, the provision of personal protective equipment (PPE), hand sanitizers, masks, and others. So in order not to violate the applicable provisions, the norms or rules for the use of aid must be clear," said Harry Hikmat.
Through ATENSI there is a division of roles that must be carried out, namely Center as a service center providing direct services. Services to beneficiaries are carried out with a family, community and/or residential based approach. Meanwhile, the Head Office provides indirect services by developing policies and programs. "Disabled orphanages in local governments are ready to cooperate with similar centers in the Ministry of Social Affairs," said Harry.

Harry Hikmat emphasized that all levels in the RSPD Directorate to strengthen the ATENSI program policy direction and strategy platform which is a social rehabilitation service using a family, community, and/or residential based approach through activities to support the fulfillment of a decent living, social care and/or child care, support family, physical therapy, psychosocial therapy, mental spiritual therapy, vocational training, entrepreneurship coaching, social assistance and assistance and accessibility support.
