JAKARTA (July 9, 2020) - The Indonesian Minister of Social Affairs, Juliari P. Batubara accompanied by the Director General of Social Rehabilitation, Harry Hikmat and the Director of Child Social Rehabilitation, Kanya Eka Santi attended the Press Release of the Criminal Case of Economic and Sexual Exploitation of 305 Children by Foreigners from France at the Metro Jaya Police Ditreskrimum Building.

Metro Jaya Regional Police Chief, Inspector General Nanang Sujana said that the Ditreskrimum Polda Metro Jaya succeeded in disclosing criminal cases of economic and sexual exploitation of children by foreigners from France.

"The results of the investigation of the suspect (FAC) aged around 65 years show that since February 2015 he has been in and out of Indonesia several times based on data from the Immigration Office," said Nana. FAC often walks around Jakarta with a bag that has been modified to store a camera that records secretly.

Several hotels in the DKI Jakarta area are the locations FAC carried out his actions. It is suspected that the action may have been carried out since his arrival in Indonesia in 2015. The hotel rooms have been prepared in such a way as to be like a photo studio, namely decorated using fabric backdrops, lighting effects, fans and so on.

According to investigators, information was obtained that FAC committed sexual harassment under the guise of photography against underage girls. The modus operandi is that the suspect usually walks into a crowd of street children, then they are approached and persuaded, then invited/offered to be a photo model. Children who are considered willing, are taken to the hotel.

FAC in carrying out its action by having sex with the victim's child while being videoed using 3 (three) cameras, some of which are hidden. If the victim's child refuses to have sex, he will receive harsh treatment in the form of being beaten, kicked, slapped, and not given money. The victim's child who wants to have sex is given a reward of Rp250.000 to Rp1.000.000.

Polda Metro Jaya has secured evidence in the form of 21 costumes of clothes worn by the victims for making obscene videos. Furthermore, 1 laptop unit was found with 305 names of the victim's children containing photos and videos. During the investigation process for the last 3 months, 17 victims have been identified from 305 children who are victims of sexual exploitation and violence.

"The crime case committed by FAC is classified as a Child Sex Groomer. This means that the perpetrators will dress the victims, mostly street girls who are persuaded by giving them something in return for money. Then they are dressed, with make-up first, so that they look attractive," said Nana.

Nana added that the suspect's modus operandi was to walk into a crowd of children and then they were approached, persuaded and offered to be a photo model. Children who are considered willing, they bring to the hotel. They also took advantage of a child who had been a victim, bringing his colleagues to the hotel room.

Minister of Social Affairs Juliari P Batubara stated “We are very concerned, because some time ago we heard about cases of child abuse and now it has happened again. I think there should be a more serious and synergistic effort between all parties involved, from the Police, the Ministry of Social Affairs, the Ministry of PPA and the community in prevention efforts. The easiest way is to need an early warning system that is made better.” Juliari hopes that the legal process will proceed, and the suspect will receive the appropriate punishment for crimes against children.

The Metro Jaya Police Chief, Inspector General Nanang Sujana stated that the FAC suspect would be charged with multiple articles, could be sentenced to death in prison and even be subject to chemical castration based on Law 23 of 2002 concerning Child Protection which has undergone a second amendment to Law 1 of 2016.

"The Ministry of Social Affairs is ready to accommodate victims if needed for social rehabilitation at several Centers around Jakarta. Certainly, if given the mandate to carry out rehabilitation, we are ready with all available resources, to support during the legal process, and of course the psychosocial recovery of the victims, totaling 305 children," said Juliari. "Thank you and the highest appreciation to the Polda Metro Jaya for successfully uncovering this case. Hopefully there will be no more cases like this," he hoped.

The Director General of Social Rehabilitation, Harry Hikmat, said that prevention efforts were still being carried out and never stopped. The Ministry of Social Affairs has involved various parties including the national campaign for child protection. For certain cases/regions, it still needs to be improved.

Harry added that the intensive involvement of LPAI, Children National Commision, and the Child Welfare Institution (LKSA) was carried out so that they could play a role in socializing the importance of family responsibility and protection for children in the surrounding environment. Because the risk of children in the immediate environment is increasing day by day, he said.

“We have given the task to Social Workers to carry out dissemination to schools. "Telephone Social Services for Children (TePSA) 1500771 with WA number 081238888002 can be contacted if a child case occurs," said Harry further.

“KPAI expresses its high appreciation to Polda Metro Jaya for their success in investigating this case. A warning for us and the local government to ensure supervision and control of hotel management in their environment," said the Head of KPAI, Susanto.

Also present at the press release were the Deputy for Child Protection of the Ministry of Women's Empowerment and Child Protection (KPPPA), Nahar, Chair of the Indonesian Child Protection Commission (KPAI), Susanto and representatives of the Presidential Secretariat Office (KSP).
