Ministry of Social Affairs RI Leaders' Meeting

In the meeting, Minister of social affairs, Juliari P. Batubara, conveyed several focuses of MoSA at this time. Among them are the disbursement of social assistance to fit the fund disbursement plan (RPD), especially those classified as national economic recovery (PEN), including PKH, BPNT/ Food Cards, Food Social Assistance for Jabodetabek, Cash Social Assistance for Non-Jabodetabek, Cash Social Assistance for non-pkh and Rice Social Assistance (BSB).

In a big picture, the Minister conveyed that in the 4th quarter (October-December) of 2020 to identify the remaining non-operational goods expenditure. The results of the identification are used for reallocation of other urgent needs, as well as strict monitoring of regular social assistance and PEN so it will not be abused. Considering that there will be campaign period for the regional head election (Pilkada).

Regarding 2021 program, the Minister advised to make careful planning. In order to minimize excess budget blocking, optimize the budget for improvements to infrastructure, and improve regular social assistance regulations according to the demands of the times.

On this occasion, the Director General of Social Empowerment, Edi Suharto, conveyed that the realization of the Directorate General of Social Empowerment as of 23 september 2020 was 58.64% without BSB, and 3.30% with BSB. It is expected that in december it will reach 99.95%.

The budget refocusing plan for the Directorate General of Social Empowerment for 2020 will be used for the procurement of internal medicine, urgent meeting activities such as HKSN, improvement of the SimPPSDBS application, and procurement of VVIP President infrastructure at TMPNU Kalibata.

Edi Suharto also reported on the progress of BSB. Among them, the monitoring dashboard of Perum BULOG distribution by transporter as of 23 september 2020 for PT. BGR (12.04%) and PT. DNR (9.92%). The distribution of distribution areas 1 and 2 is based on the accessibility of transporters, the latest version of BSB packaging which has begun to be seen by including information on medium rice for PKH Beneficiaries, as well as publication of BSB distribution through printed and online media. The plan in the near future is related to BSB, such as the down payment to BULOG and the revision process for the down payment to the transporter.

The advice of the Minister of Social Affairs, Juliari P.
