Ministry of Social Affairs Strives to Provide Assistive Devices for Disabilities

JAKARTA (October 14, 2020) - The Ministry of Social Affairs through the Directorate General of Social Rehabilitation continues to strive for the fulfillment and availability of assistive devices for persons with disabilities. In accordance with the mandate of Law Number 8 of 2016 concerning Persons with Disabilities, the government and local governments are obliged to ensure the availability of assistive devices for persons with disabilities in accordance with the needs and variety of disabilities to assist the independence of persons with disabilities in carrying out daily activities.

This was conveyed by the Director of Social Rehabilitation of Persons with Disabilities, Ministry of Social Affairs, Republic of Indonesia, Eva Rahmi Kasim, when giving directions on the Finalization of the Preparation of the Handbook of Aids for Persons with Disabilities for Assistants of Persons with Disabilities.

Eva Rahmi said that the Ministry of Social Affairs policy towards persons with disabilities as a mandatory implementation of Law Number 8 of 2016 concerning Persons with Disabilities is directed at efforts to respect, protect and fulfill the rights of persons with disabilities. This policy is implemented by expanding the range of services to all components of society, whether they are individuals, families or communities.

"This meeting is important because it is part of the implementation of Law Number 8 of 2016 through Social Rehabilitation Assistance (ATENSI) for Persons with Disabilities," said Eva Rahmi. ATENSI is a social rehabilitation service that uses a family-based, community, and/or residential approach.

Interventions include the fulfillment of basic needs and rights, therapy, social care/nurture, family support and peer circles. Eva Rahmi said that ATENSI emphasized the process and assistance in social rehabilitation services for persons with disabilities.

“At the central level, it carries out the preparation of policies, data collection and data processing, guidance and capacity building, preparation of guidelines, supervision, monitoring and evaluation and reporting. Meanwhile, direct services are carried out by the Social Rehabilitation Center/Center /Loka," said Eva Rahmi.

Furthermore, Eva Rahmi emphasized the importance of Companions for Persons with Disabilities to identify the problems of persons with disabilities who would be their assistants. There needs to be an ability to carry out an initial assessment, because it is related to the services needed by persons with disabilities.

“It is necessary to strengthen the ability of Facilitators with Disabilities in carrying out more comprehensive, broader and deeper assessments by conducting case conferences involving multi-sectors such as therapists, psychologists, and other officers. Next, we refer, direct, carry out the interventions that we must do," explained Eva Rahmi.

Furthermore, Eva explained that assistive devices for people with disabilities are tools that make it easier for people with disabilities to carry out daily activities. Assistive devices are a form of basic need for people with disabilities, as well as a means of independence to carry out activities and participate in various tasks and roles in daily life.

In order to determine the right assistive device, it is important for it is important that it is necessary for a person with disabilities to have knowledge of the types of assistive devices, the tools needed by persons with disabilities who are their assistants, the available resource system or referral institution, and how to obtain these aids.
 
“Aids for people with disabilities are not always from a medical perspective. It can be in the form of a talking computer, Notepad for learning for autistic children, and others. Don't get hung up on just a wheelchair, hearing aid. Aids are broader than just medical aids,” said Eva Rahmi. Facilitators for Persons with Disabilities are expected to be able to identify the need for assistive devices for persons with disabilities. Facilitators for Persons with Disabilities can coordinate with experts such as therapists, doctors, psychologists through a comprehensive assessment process.

Assistants for Persons with Disabilities must also understand the source system for accessing health insurance such as BPJS, and help people with disabilities to get access to BPJS, because BPJS has assistive devices services. In addition, Companions with Disabilities must know information about other source systems in the region to access health insurance in the use of assistive devices.

"Persons with disabilities are important to provide information, education, and motivation to families and persons with disabilities themselves about the benefits, care, maintenance, and training of using assistive devices and how to adapt to these aids," concluded Eva Rahmi.

The activity of finalizing the preparation of the Handbook for Persons with Disabilities for Assistants with Disabilities was carried out for 4 days from 14 to 17 October 2020 in Jakarta.
