JAKARTA (October 15, 2020) - The Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat, gave directions in the Finalization of the Operational Guidelines for Social Rehabilitation Assistance (ATENSI) for persons with disabilities.

Harry said the Minister of Social Affairs Regulation (Permensos) on Social Rehabilitation Assistance (ATENSI) had entered the stage of harmonization.

“The Minister of Social Affairs regarding ATENSI is just one step away from signing. The Minister of Social Affairs is a simplification of 13 Social Rehabilitation Regulations related to social rehabilitation in 5 clusters," he said on the sidelines of the Finalization of the Operational Guidelines for Social Rehabilitation Assistance (ATENSI) for Persons with Disabilities, at Hotel Ciputra Cibubur, Thursday (15/10)

According to him, every year there are 1.500 Ministerial Regulations (Permen) issued. In the Directorate General of Social Rehabilitation, there are 13 Social Ministerial Regulations. The Minister of Social Affairs for Social Rehabilitation will later become the legal umbrella for ATENSI.

He added that the Minister of Social Affairs was issued to control programs and activities under the authority of the ministry.

The Ministry of Social Affairs through the Directorate General of Social Rehabilitation has finalized the operational guidelines for Social Rehabilitation Assistance (ATENSI) for persons with disabilities.

The Director of Social Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, said the operational guidelines for ATENSI for persons with disabilities will later become guidelines for centers, Social Welfare Agencies (LKS) and the Directorate General of Social Rehabilitation related to social rehabilitation for persons with disabilities.

Eva explained that the government has a platform for Law Number 8 of 2016 concerning Persons with Disabilities. The law mandates respect, protection and fulfillment of the rights of persons with disabilities.

“This policy direction is stated in direct and indirect social rehabilitation. Direct social rehabilitation, for example, Law Number 11 Year 2009 concerning Social Welfare. The implementation of social rehabilitation itself takes many forms, including ATENSI,” he said.

The form of ATENSI services for persons with disabilities is based on family, community and residential. "With the new platform, services at the Center (residential) are the last option," Eva continued.

He added that social workers do not only come to the Center, but can also come to houses or other institutions such as YPAC.

ATENSI is a family, community and community based disability services. The interventions provided include meeting basic needs, therapists, data collection for child growth and development, counseling, family support and also integrated with other programs such as the social security protection program (Linjamsos) through disability of Family Hope Program (PKH) and BPJS Health for PBI access.

"The function of the Center is broad, such as providing education, information and data collection," Eva continued. The Ministry of Social Affairs currently has 19 centers (UPT) for persons with disabilities.

The finalization of the Operational Guidelines for Social Rehabilitation Assistance for Persons with Disabilities was carried out for 4 days from 14 to 17 October 2020 in Bekasi.
