Pekalongan Regency DPRD Consulted the Draft Regulation on Persons with Disabilities

JAKARTA (October 24, 2019) - Representatives of Special Commitee V of the Regional Assembly regency of Pekalongan visited the Office of Social Ministry on Jl. Salemba Raya 28 to consult the draft regulation on protection and fulfillment of the rights of persons with disabilities in the regency of Pekalongan. Also present in the group, representatives of the social service and the Office of Education of Pekalongan regency.

"Draft Regulation is an initiative of the Regional Assembly regency of Pekalongan and is also a proposal from the community because the service for people with disabilities in the regency of Pekalongan is still lacking," said Endang, chairman of Special Commitee V of the Regional Assembly regency of Pekalongan.

Representatives from the Education Authorities also added that there is only one SLB (extraordinary school) in Pekalongan which is not enough to accommodate the needs of the students with special needs in the district of Pekalongan.

From these conditions, the parliament of Pekalongan took initiative to provide protection to the rights of the disabled by drafting this Draft Regulation.

Head of Social Rehabilitation of People with Psychiatric Problems, Indra Gunawan said, "before the drafting of Local Regulation, must recognize the characteristics of the disabled for Local Regulation will be able to cover all the needs of the disabled."

Head of Section of Legal Drafting I of Bureau of Law, Yugi Budi Sumarno, added that the disabled has been governed by Constitution No. 8 year 2016.

"But the Government Regulation and or the Presidential Decree derivatives have not been verified so that if the district Regional Assembly want to develop the Draft Regulation, must wait for the entire Government Regulation passed or make a specific Draft Regulation with reference to the existing Government Regulation," said Yugi.

At the end of the consultation meeting, it was agreed that the preparation of the protection and fulfillment of disability rights in Pekalongan District will be postponed. 

"While waiting for this Draft Regulation to be directed, the Regional Assembly and the social office can help people access assistance programs for the disabled in the Ministry of Social Affairs," advised Indra Gunawan.
