BANDUNG (October 16, 2020) - In order to realize an academic approach and a practical approach to the Social Rehabilitation Assistance (ATENSI) program that goes hand in hand, the Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat conducted a Focus Group Discussion (FGD) with the National Development Planning Agency (Bappenas) and the Academic Community of the Social Welfare Polytechnic (Poltekesos).
This discussion was conducted to hunt for the best ideas and proposals in improving the Minister of Social Affairs Regulation (Permensos) on ATENSI which is currently in the verbal process to be submitted to the Minister of Social Affairs, Juliari P. Batubara. In addition, this FGD was also conducted so that curriculum development, alumni utilization and social rehabilitation practices could be formulated together.
The Minister of Social Affairs mandated that the creation of regulation has to adjust the direction of the President of the Republic of Indonesia, Joko Widodo, which required Ministries/Institutions to simplify existing regulations. The ATENSI Ministerial Regulation is a simplification of the 13 Social Welfare Regulations that have existed since 1996 regarding social rehabilitation.
Harry said that the urgency of the establishment of ATENSI Ministerial Regulation is to carry out targeted, integrated and sustainable social rehabilitation by the central government, regional governments and the community. This Regulation is based on the Legislation of 5 Social Rehabilitation Clusters, namely Children, Elderly, Persons with Disabilities, Victims of Drug Abuse, Social Deviance Issues and Victims of Trafficking in Persons.
The Minister of Social Affairs consists of 14 chapters and 47 articles containing the Social Rehabilitation Program, ATENSI Implementation, Social Service Centers (SERASI), Social Rehabilitation Assistants, Data Collection, Responsibilities, Guidance and Supervision, Monitoring and Evaluation, Reporting to Funding.
ATENSI emerged as the idea that there is a difference between social aid and social assistance. The orientation of the social rehabilitation program is more directed at efforts to build a social service system. Meanwhile, the social aid system has concentrated on social protection and security programs and programs for handling the poor.
On that basis, substantive matters have been regulated in the general provisions in the Draft of Minister of Social Affairs Regulation on ATENSI. This general provision regulates aspects of social rehabilitation, the definition of Social Rehabilitation Assistance (ATENSI), Social Rehabilitation Program for 5 Clusters (Progress 5.0) and includes the Social Service Center (SERASI) which is the idea of an integrated service.
ATENSI as a service that uses a family, community and residential-based approach is carried out through 7 activity components, namely support for fulfilling a decent life, social care and/or parenting, family support, therapy (physical, mental, spiritual, psychosocial), vocational and entrepreneurial training, social assistance and assistance and accessibility support.

The ongoing 5 Cluster Social Rehabilitation Program (PROGRES) is the name of the program managed by the Ministry of Social Affairs in accordance with the Echelon I Work Unit, namely the Directorate General of Social Rehabilitation. PROGRES 5.0 is at the level of the Ministry of Social Affairs, which is an indirect service.
This is also conveyed in the draft Minister of Social Affairs ATENSI which consists of 7 indirect services through PROGRES 5.0 which is carried out by the Directorate and Secretariat of the Directorate General of Social Rehabilitation and 7 direct services through ATENSI which is carried out by Centers.
7 indirect services through PROGRES 5.0 consist of social problem prevention campaigns, technical competency guidance for Social Welfare Companions, policy reflection, supervision, formulation of general and operational guidelines, technical coordination meetings and social advocacy.
The provision of ATENSI services uses the case management method, which is a systematic step to organize and perform services in order to address complex protection and/or welfare issues related to the need for Social Welfare Service Recipients (PPKS) in a precise, systematic and timely manner through direct support and referrals in accordance with the objectives service.
The Director of Poverty Alleviation and Community Empowerment at Bappenas, Maliki, revealed that regarding case management, the ATENSI and SERASI functions are to deepen the understanding of what is really needed by someone who needs social rehabilitation. "We hope the approach is by individual. So the case manager will detail the needs of the individual," he continued.
Head of Poltekesos Social Rehabilitation Study Program, Moch. Zaenal Hakim revealed that he and the Poltekesos academic community are ready to be involved in various ATENSI social campaigns. This is because Poltekesos is also the only social welfare college that has a social rehabilitation study program.
In addition, Zaenal also said that Poltekesos graduates are expected to be prioritized to become social rehabilitation assistants who carry out the ATENSI program. This is a way to utilize Poltekesos alumni.
Harry said that the Draft of the Minister of Social Affairs Regulation on ATENSI regulates matters of a general nature, namely the basic platform. "Further provisions from the ATENSI Ministerial Regulation are in the form of general guidelines that narrate the norms arranged in ATENSI Ministerial Regulation. From the general guidelines, operational guidelines for each Social Rehabilitation Cluster will be issued," said Harry.
