JAKARTA (December 3, 2020) - President Joko Widodo calls on all parties that the International Day of Disability Day 2020 should be used as a momentum to emphasize concern and strengthen solidarity in laying a solid foundation for the protection of persons with disabilities from a charity and charity based paradigm to a human rights based paradigm.

"We want to continuously improve equality, opportunity, and accessibility for people with disabilities. Ensure access to education, access to health and access to jobs for people with disabilities, and build accessible infrastructure to create a barrier-free environment for people with disabilities," said the President in his Commemoration Day speech. International Disability 2020 which took place virtually, in Jakarta, Thursday.

In his speech, the President conveyed that many Government Regulations and Presidential Regulations had been enacted related to efforts to protect the rights of persons with disabilities. In 2019, two government regulations were signed, namely the PP on the Implementation of Social Welfare for PWD and the Presidential Decree (PP) on Planning for the Implementation and Evaluation of Respect, Protection and Fulfillment of the Rights of Persons with Disabilities.

Then in 2020, the President has set four government regulations. Each of them is PP on Adequate Accommodation for Students with Disabilities, PP on Adequate Accommodation in Judicial Processes, PP on Accessibility to Settlements, Public Services, and Disaster Protection for Persons with Disabilities, and PP on Employment Disability Service Units.

"In addition, I have signed two Presidential Regulations, namely the Presidential Regulation on Terms and Procedures for Awarding the Fulfillment of the Rights of Persons with Disabilities and Presidential Regulation Number 68 of 2020 concerning the National Commission for Disabilities," said the President.

Umbrella regulations, he continued, many have been issued. But the key is not solely in regulation, but good regulations, a good plan is useless without seriousness in its implementation.

"The key is implementation. Our next task is to ensure that all policies are implemented properly, executed properly, and people with disabilities feel the benefits," said the President.

He said the National Commission for Disabilities (KND) has a very strategic role as a non-structural institution that is independent and directly responsible to the President. The President hopes that the presence of KND will be an important milestone in accelerating the implementation of the grand vision for persons with disabilities.

"No person with disabilities should be left behind from various programs and services provided by the government. All ministries, institutions, and local governments must actively support starting from the need for synchronizing data on persons with disabilities nationally, involving persons with disabilities in making national action plan documents and action plans. regions and oversee their implementation so that all action plans are effective and people with disabilities feel the benefits," said the President.

Protection of the Rights of Persons with Disabilities
Furthermore, the Minister of Social Affairs, Juliari P. Batubara, said that people with disabilities have the same rights and rights as other Indonesian citizens and are guaranteed by law. It is the duty of the State to make it happen so that they have the same opportunity to develop themselves as dignified human beings.

Juliari said that currently there are three policies being discussed by the Ministry of Social Affairs along with other ministries and institutions, namely (1) Policies for collecting and harmonizing data on persons with disabilities across sectors; (2) Policies for involving persons with disabilities in inclusive planning and budgeting processes for persons with disabilities; (3) Expanding the range of integrated and comprehensive services based on family and community.

"As directed by the President, that the formulation of this policy must involve persons with disabilities and stakeholders to participate fully because they have equal rights to be involved in formulating policies that accommodate their rights," he stressed.

One part of its implementation is to collect data on persons with disabilities to obtain accurate data on persons with disabilities. This data collection is carried out based on information technology and can be accessed by the public.

"With accurate data on the number of people with disabilities, it will really help to focus on formulating the right policies for people with disabilities," said the Minister of Social Affairs.

Furthermore, the chairman of the Indonesian Association of Persons with Disabilities (PPDI) Gufroni Sakaril said that people with disabilities wanted all access to be opened as wide as possible, including access to education, work, social, political, and all aspects of life.

“We don't want to become parasites in our family, society and country. We want to be an asset to our family, community, nation and country. There is a lot of evidence that if given the opportunity, people with disabilities can work well. His homework is how to create an ecosystem that supports people with disabilities,” explained Gufroni.

Persons with disabilities, he continued, need an eco-friendly, accessible, and acceptable ecosystem for them to be part of the community with the same potential as the rest of the community.

"We really miss an inclusive society as well as the international theme of HDI 2020, namely Rebuilding a Better Life in an inclusive, accessible, and sustainable direction after the COVID-19 pandemic," he stressed.

Head of the Indonesian Rare Disease Community, Yola Tsagia, said parents of people with disabilities really hope that the government can open the widest possible access for people with disabilities to get health facilities.

“For us parents of children with Rare Disease or rare diseases, it is often difficult to get equipment or medicines. Most of them end up having to be imported from abroad, the cost is expensive, and it takes a long time while our children are struggling with the situation,” said Yola.

HDI 2020 Commemoration
Activities carried out in commemoration of HDI 2020 are the launch of the website www.creativedisabilitiesgallery.com, Disability Show and Disability Award. This series of activities was held in an effort to improve disability services towards digitalization.

He was also grateful that the public's interest and enthusiasm were very good in welcoming new innovations in commemoration of HDI 2020.
