JAKARTA (July 22, 2020) – The Directorate of Social Rehabilitation of Persons with Disabilities, Ministry of Social Affairs, received the arrival of representatives from the Regional House of Representatives (DPRD) of West Sumatra Province in the context of Harmonization of the Draft Regional Regulation on the Proposed Initiative of the DPRD of West Sumatra Province regarding Persons with Disabilities.
 
This meeting was chaired by the Director of Social Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, who was accompanied by the Head of the Mental Sub-Directorate, Ema Widiati and the Head of the Section for People with Mental Disorders, Anang Risnanto. The participants of the delegation of the Regional Regulations Establishment of the DPRD of West Sumatra Province were 16 (sixteen) people, chaired by Mr. Hidayat, and 1 (one) representative from the Social Service of the Province of West Sumatra.
 
Mr. Hidayat conveyed that the purpose of his visit was to harmonize the Draft Regional Regulation on the Proposed Initiative of the DPRD of West Sumatra Province regarding Persons with Disabilities. "Currently, the existing Regional Regulations (Perda) are no longer in line with Law Number 8 of 2016 on Persons with Disabilities. Changes that exceed 50% of the contents so that a new Regional Regulation needs to be made," he said.
 
This new regional regulation must be in accordance with Law number 8 of 2016 on  Persons with Disabilities, Government Regulation Number 13 of 2020 on Adequate Accommodation for Students with Disabilities, Government Regulation Number 52 of 2019 on Implementation of Social Welfare for Persons with Disabilities, and Government Regulation Number 70 of 2019 on Planning, Implementation, and Evaluation of Respecting, Protecting, and Fulfilling the Rights of Persons with Disabilities.
 
Mr. Hidayat continued, with the drafting of this Regional Regulation, it can help Persons with Disabilities in obtaining comprehensive social services. Like the current problems regarding Education, Persons with Disabilities find it difficult to choose a school.
 
Many schools reject students with disabilities on the grounds that they do not have competent teachers to educate children with disabilities. In addition, the drafting of this Regional Regulation is also to allocate the budget needed to create public service facilities for Persons with Disabilities and others.
 
Eva said that a more detailed explanation is needed in this new Perda. "After I read the draft local regulation, it would be better if the local regulation was more detailed with the elaboration of the existing Law and Government Regulation, not just copying the Law and Government Regulation ," he said.
 
Furthermore, Eva explained that the Regional Regulation should contain a description of the concrete activities to be carried out so that the budget allocation can be clearer. Such as concessions for transportation, shopping concessions in supermarkets and so on. This must also be in accordance with the agreement with the relevant institutions in West Sumatra Province.
 
He also added that in Government Regulation number 70 of 2019 on Planning, Implementation, and Evaluation of the Respect, Protection, and Fulfillment of the Rights of Persons with Disabilities, there is an attachment to the Master Plan that can be taken in making Regional Action Plans.
 
Furthermore, if there is still time for review, make a regional Coordination Team for the fulfillment of the Rights of Persons with Disabilities, because the Problem of Persons with Disabilities involves many other ministries and institutions, not only the Ministry of Social Affairs. Based on this, regarding the budget in Services for Persons with Disabilities, the principle of inclusiveness is not the amount of the budget.
 
This activity was attended by 17 participants, namely 16 participants from the DPRD of West Sumatra Province and 1 participant from the Provincial Social Service.
