Responsive to Overcoming Social Problems, Ministry of Social Affairs Actively Involves the Role of LKS

BANDUNG (12th September 2020) - The Ministry of Social Affairs through the Directorate General of Social Rehabilitation is actively involving Social Welfare Institutions (LKS) to respond responsively to social problems. This was stated by the Director General of Social Rehabilitation, Harry Hikmat in a virtual meeting with the Muhammadiyah Central Executive Social Service Council (MPS PP).

MPS PP Muhammadiyah is an organization that develops and reforms social service governance to improve performance, establish alternative social institutions and strengthen Muhammadiyah's charitable efforts in the social sector such as orphanages, street children and nursing homes for neglected elderly people.

The target groups of the Muhammadiyah Central Executive MPS program such as neglected children, the elderly to people with disabilities have similarities with services from the Ministry of Social Affairs. "The program of the PP Muhammadiyah MPS is closely related to the responsibility of the Directorate General of Social Rehabilitation of the Ministry of Social Affairs," said Harry.

Harry added that the social service model is also in line with the service model at the Ministry of Social Affairs. One of them is family-based care, which is a priority for social services at the Ministry of Social Affairs.

Therefore, Harry conveyed the policy direction of the Directorate General of Social Rehabilitation in the form of Social Rehabilitation Assistance (ATENSI) which in terms of national interest, these social service programs are life cycle based. Starting from handling children to the elderly.

By involving the role of MPS PP Muhammadiyah, the Ministry of Social Affairs is optimistic that it will be able to answer the challenge of expanding the reach of social services to 75.04 million Beneficiaries (PM) consisting of Children, Persons with Disabilities, Elderly, Victims of Drug Abuse and Victims of Trafficking in Persons in various ways and strategies. built together.

"Hopefully, the government and LKS will be able to reach more PM without having to be taken to the Social Rehabilitation Center or LKS. PM can be given services to the family with the help of services such as home care," said Harry.

Harry explained that ATENSI was born on the basis of changing the service paradigm from sectoral to integrated and sustainable social services. This will be developed by the Ministry of Social Affairs in the form of a Social Service Center (SERASI) which synergizes other social services.

In addition, the reach is extended to all citizens and is standardized by professional human resources. Social rehabilitation services prioritize the roles and responsibilities of families and communities while services by institutions will be temporary.

The purpose of the ATENSI Program is of course to realize PM's social functions as mandated in Law Number 14 of 2019 on Social Work, namely to create conditions that allow individuals, families, groups and communities to be able to fulfill their basic needs and rights, carry out their social duties and roles, and overcome problems in life.

Indicators of the success of ATENSI program are not only individuals, but families, communities and society. "Therefore, one of the important indicators in the goal of ATENSI is how to improve the ability of LKS in carrying out ATENSI, supported by human resources capable of carrying out humanitarian tasks. This is in order to realize social functioning," explained Harry.

Strengthening capacity and institutions is important in social rehabilitation efforts, but preventive measures also need to be implemented. Such as prevention campaigns, education, sensitization and increasing the role of the community and the private sector in social rehabilitation services. The role of the community is an opportunity, where the strategic position of MPS PP Muhammadiyah has been realized in the form of collaboration with the Ministry of Social Affairs.

The Directorate General of Social Rehabilitation also does not only focus on social rehabilitation, but also needs efforts to strengthen independence, including entrepreneurship. "So the empowerment program can certainly be integrated," said Harry.

The Directorate General of Social Rehabilitation has collaborated with the Ministry of Social's Data and Information Center (Pusdatin) in preparing the LKS data registration system. Some of the Child LKS have been registered in the Next Generation Social Welfare Information System (SIKS-NG) of the Ministry of Social Affairs Pusdatin, including LKS from Muhammadiyah.

LKS has an important role in strengthening the social service system in the community because of the strategic position of LKS which is close to the community. So constructive cooperation needs to be built as an effort to realize respect, protection and fulfillment of the rights of beneficiaries.

The Program Implementation Evaluation Work Meeting organized by MPS PP Muhammadiyah was held at Pendawa Ciumbuleuit Guesthouse, Bandung. The activity lasted for 2 hours and was attended by 53 participants who were LKS and MPS PP Muhammadiyah administrators.
