JAKARTA (December 31, 2020) - The phenomenon of residents under the bridge is not a new phenomenon, but until now the precise handling is still being sought for. The rapid flow of urbanization in the capital city is often the origin of social phenomena that have not yet been resolved.

The Ministry of Social Affairs, specifically the Directorate General of Social Rehabilitation, observes this phenomenon and continues to try to maximize the handling of residents living under the bridge.

At the beginning of her leadership as the Indonesian Minister of Social Affairs, Tri Rismaharini observed social phenomena around the office where she worked. Right behind the Ministry of Social Affairs office, under the Pegangsaan Bridge, Jalan Matraman Luar RT. 05 RW. 03, and RT. 03 RW. 03, Menteng, Central Jakarta, there are several families who have been evicted by the natives and families whose rent is unfinished, so that house under the bridge is the last option to protect themselves.

This location is right under the bridge under which there is a heavy flow of the Ciliwung River. They are on the banks of the Ciliwung River, opposite each other between RT.05 RW. 03 with RT. 03 RW.03.

Part of their residence under the bridge is theirs, meanwhile the other part is rented from the owner. Using only mats and makeshift cardboard boxes as the ground, a roof that is stronger than a steel roof makes their sleep no less sound than other residence when Risma visited on Monday (28/12).

It's not even a matter of months, let alone years, as they have resided for decades. A total of 12 Heads of Families (KK) with a total of 25 people living under this bridge consist of 1 elderly with disabilities, 3 children and 21 adults. This number is in RT. 05 RW. 03.

These residents work as scavengers, tire repair workers, bajaj drivers, installing tent workers, unofficial traffic controllers and hawkers.

While in RT. 03 RW. 03 there are 10 families with 44 people consisting of 12 children, 5 elderly and 27 adults. These residents make a living as scavengers and motorcycle taxi drivers.

On Wednesday (30/12) Risma also visited under the Gedong Panjang toll bridge, Penjaringan Subdistrict, North Jakarta. The view under the Gedong Panjang Toll Bridge was one of Risma's worries. A total of 93 families with 264 people live here, the residents' favorite housing, free of cost, but full of unhealthy environment.

The small building which is composed of a combination of plywood, wooden planks and makeshift fabrics, decorated with clotheslines around the building is a distinctive sight. This shape is not a problem for the residents, although it has no aesthetic value, the most important thing is as long as it can be the base to lay down. For residents, the roar of traffic becomes an instrument for sound sleep.

Not infrequently around the building there are waste products, because most of the residents work as scavengers.

The ranks of the DKI Jakarta Provincial Government did not cover ears, nor did they turn a blind eye. Their party has repeatedly tried to persuade the residents under the bridge to be willing to be moved to flats that are ready for habitation. "They don't want to be moved yet, because their economic activity is near under the bridge," explained the Head of the DKI Jakarta Provincial Social Office, Irmansyah.

Most of the residents under this bridge already have a resident identity such as a Family Card (KK), Identity Card (KTP), and birth certificates. Most of the population has also received assistance from the government in the form of basic necessities from the City Government and the President, but there are children who have not received the Family Hope Program (PKH).

Most of the residents under this bridge have received assistance from Social Welfare Institutions (LKS), one of which is Karya Putra Insan Mandiri (KPIM) ​​in Central Jakarta and residents under the Gedong Panjang Toll Bridge have mostly received assistance from LKS Sekar.

Direct Approach and Persuasion, This is Tri Rismaharini's Style

The Indonesian Minister of Social Affairs, Tri Rismaharini, accompanied by the Director General of Social Rehabilitation, Harry Hikmat and the Inspector General, Dadang Iskandar, climbed the stairs one by one carefully. Don't hesitate to go down under the bridge where the residents live (28/12). Between RT. 05 RW. 03 with RT. 03 RW. 05 across between the Ciliwung River, they are right on the banks of the Ciliwung River. Occasionally Risma throws an invitation to move from this location. "Come on, sir, we want you to be better," he asked.

Not without reason, apart from affecting the spatial layout of the capital, living under a bridge is full of health and safety risks. Moreover, located on the banks of the Ciliwung River, which is not absent from floods every year, the unpleasant smell of the Ciliwung River has also become a normal atmosphere for residents.

Risma met some residents under the bridge. He was involved in a dialogue with one of the residents who was still a child. It turns out that this child has not yet received the Smart Indonesia Card (KIP). Suddenly Risma asked the Social Worker Service Unit (Sakti Peksos) who was present to accompany the child to record data so that he could get the KIP. "Please record it, we will fight for him to get KIP," said Risma to one of the Sakti Peksos.

It's different under the Gedong Panjang toll road. Risma walked down the alleys to see the condition of the residents and their environment. After all, this condition will have an impact on the future of the child. There needs to be a strategy to improve the standard of living. "I don't want children to be the same as their parents. If parents are scavengers, their children must go to the higher grade. Children must be able to become scholars," said Risma during a dialogue with residents under the Gedong Panjang toll bridge (30/12).

Risma plans to temporarily invite residents under the bridge to stay at the Social Rehabilitation Center belonging to the Ministry of Social Affairs. In the near future, a very cheap rental flat (Rusanawa) will be built for them to live in. "The most important thing is that we can provide a job as well as a decent place to live," said Risma.

While at the Center, residents will not think about basic needs such as food, because the Center has provided them. The Ministry of Social Affairs will also provide entrepreneurship training, for example how to sell food and other entrepreneurial skills to increase income.

The results of Risma's direct approach and persuasion found a bright spot. Some residents want to be invited to move, they just need time to clean up, discuss with their families. Risma invites residents to discuss and improve, while contemplating, organizing the future.

What is offered is not just a string of words. After seeing firsthand the condition of the residents under the bridge, Risma visited the Bekasi "Pangudi Luhur" Work Center of the Indonesian Ministry of Social Affairs to review the temporary housing for residents under the bridge that had been prepared.

In addition, the Ministry of Social Affairs has also prepared a catfish pond as a vehicle for entrepreneurship for residents under bridges and under toll roads. They will be trained in entrepreneurship by raising catfish. This is not the first time Risma has done this, she adopted this method when she was the Mayor of Surabaya.

"I'll learn to make catfish pecel sauce later. At the "Pangudi Luhur" Work Center in Bekasi I will open a restaurant, the work of them (residents under the bridge and under the toll road). So, Fathers can keep working, no problem as scavengers. Mothers also have income, so children can go to school," said Risma.

At that moment, the children under the toll road approached, enthusiastic to hear that they could study. Risma encourages children's enthusiasm for school. "Then you go to school, son, later I will help you find a school, find a scholarship. Later I will also include it in the Family Hope Program (PKH) and Non-Cash Food Aid (BPNT)," he said.

Risma also asked to revive the green land with hydroponic plants, this could be another way of entrepreneurship that will be introduced to residents under the bridge who are ready to be moved temporarily to the Center.

The existing resources of the Ministry of Social Affairs also need to be fully utilized. One of the messages from the Coordinating Minister for Human Development and Culture, Muhadjir Effendy, was to provide 24-hour ambulance and hearse services for people in need. Risma agreed and immediately followed up. "This is a form of direct service to the community," said Risma.

Although the phenomenon under the bridge is not new in Jakarta, Risma remains focused on solving these social problems. She admitted to the media crew that she did not see whether the social problem was new or not, but how this problem would soon be found. "When I sleep in a good bed, they sleep in this place (it should not be like this)," she said.

Head of the Social Rehabilitation Division of the DKI Jakarta Provincial Social Office, Prayitno said that his party welcomed the direction of the Minister of Social Affairs and the Director General of Social Affairs, "We support the program for alleviating poverty for residents under bridges and under toll roads as a form of humanizing humans. We are ready to wait for directions," he concluded.
