JAKARTA (September 11th, 2020) - Ministry of Social Affairs, in this case Directorate General of Social Empowerment, held a Simplification of the Minister of Social Affairs' Regulation (Permensos) regarding the Implementation of Free Lucky Draws (UGB). The activity which was held at Harper MT Haryono Hotel, East Jakarta, was officially opened by the Director General of Social Empowerment Edi Suharto.

This activity is an effort of the Directorate General of Social Empowerment in responding to the direction of the Minister of Social Affairs to simplify existing regulations in the Ministry of Social Affairs (Omnibus Law). In particular, MoSA Regulation, which is the Directorate General of Social Empowerment. Until now, there are 32 Permensos which will be simplified into 6 Permensos within the Directorate General of Social Empowerment.

6 This Minister of Social Affairs consists of the Minister of Social Affairs regarding the Implementation of UGB, the Minister of Social Affairs regarding the Implementation of PUB, the Minister of Social Affairs regarding National Heroes and Pioneering, the Minister of Social Affairs on Solidarity and Social Restoration, the Minister of Social Affairs on Institutional PSKS, and the Minister of Social Affairs regarding the Empowerment of Remote Indigenous Communities.

On this occasion, the discussion focused on the Minister of Social Affairs in the Directorate of Funding and Social Assistance Sources Management regarding the Implementation of UGB. A total of 6 regulations of the Minister of Social Affairs and 1 Decree of the Minister of Social Affairs were simplified. These regulations cover UGB and PUB licensing service procedures, UGB Implementation Lottery Agencies, UGB Implementation, Management of Community Contribution Collection Results from UGB Implementation in the form of money, management of HTT / HTPD goods, and UGB PPNS.

Director General of Social Empowerment said that the Simplification of MoSA Regulation has been mandated by the Minister of Social Affairs.

"In essence, we simplify, integrate, and solidify the Minister of Social Affairs. The number of Minister of Social Affairs Regulation from 1955 to 2019 is 184 Social Minister Regulations. Of these there are 91 Social Minister Regulation that cannot be simplified and 93 Social Minister Regulations that can be simplified. becomes 28 Minister of Social Regulations. So it is planned that the number of Minister of Social Regulations becomes 119 Regulations of the Minister of Social Affairs in the field of social welfare, "said Edi Suharto.

"A message from the Minister, don't let the Regulation that we make, make us difficult and it should make it easier," continued Edi Suharto.

Legal practitioner, Bhakti Nusantoro added that the simplification is the integration and unification of allied regulations.

"We must be able to see in the future what we create and manage can be used by the wider community. Moreover, we must see the very rapid development of technology in the future," explained Bhakti.

Furthermore, the participants held discussion discussions for 3 days from 10-12 September 2020. The aim is to improve a number of existing Social Ministerial Decrees. The discussion was led and guided directly by the Head of the Organization, Legal and Public Relations Division of Secretariat Directorate General of Social Empowerment. It begins with a draft of the Minister of Social Affairs and discusses one by one, chapter by chapter, article by article which will be included in the Minister of Social Affairs.

Also attending the event were the Secretary of the Directorate General of Social Empowerment, all Echelon III of the Directorate of Social Assistance Fund Resources Management, representatives of the Inspectorate General of the Ministry of Social Affairs, representatives of the Legal Bureau, and representatives of the Planning Bureau.
