Social Minister Accelerates Distribution of Social Assistance during PPKM Level 4 Implementation

JAKARTA (26 July 2021) – After considering health, economics and social dynamics aspects, President Joko Widodo has decided to continue the implementation of Emergency Public Activity Restrictions (PPKM) level 4 from 26 July to 2 August 2021.

While considering the health and socio-economic aspects of the community, fulfilling their daily needs must also be prioritized.

"To reduce the burden on people affected by the Covid-19 pandemic, the government has increased the provision of social assistance for the community and micro and small enterprises. A detailed explanation of this will be delivered by the coordinating minister or in charge ministers," said the President at the Merdeka Palace, Jakarta.

Following up on President Jokowi's decision, Social Minister Tri Rismaharini responded by accelerating the distribution of Cash Social Aid (BST) and Non-Cash Food Assistance (BPNT)/ Sembako Cards as well as the Family Hope Program (PKH) and rice aid for Beneficiary Families (KPM).

The Ministry of Social Affairs partners with Perum Bulog (State Logistics Agency) in distributing 10 kg of rice aidfor 10 million KPM PKH, 10 million KPM BST and 8.8 million KPM Non-Cash Food Assistance (BPNT)/Non-PKH Basic Food Cards.

 The government has also allocated for BST of IDR 15.1 trillion for 10 million KPM in May and June 2021. The aid was disbursed in July with an index of IDR 600 thousand/KPM distributed by PT Pos Indonesia.

The allocation of BPNT/Sembako Cards is IDR 42.3 trillion for 18.8 million KPM. The KPM will get an additional two months disbursement in July and August with an index of IDR 200 thousand/KPM/month channeled through the State Banks Association (Himbara).

The PKH budget is IDR 28.3 trillion for 10 million KPM with three components, namely health, education and social welfare. The health component consists of pregnant/postpartum/breastfeeding women and children under five years old. The education component consists of elementary/equivalent, junior high/equivalent, and high school/equivalent students. Then, the social welfare component consists of the elderly and persons with disabilities.

“PKH, BPNT/Sembako Card and BST are existing social assistance or have been running before the PPKM Darurat and PPKM level 4," said the Social Minister.

The latest social aid program is a policy to provide aid for a completely new 5.9 million KPM with data proposed from regional governments with an index of IDR 200 thousand/KPM during July-December 2021. For this purpose, the Ministry of Social Affairs has allocated a budget of IDR 7, 08 trillion.

In addition, the Ministry of Social Affairs also distributed 5 kg of rice aid specifically for informal sector workers affected by the pandemic in PPKM implementation zone of Java and Bali. The recipients are food stall owners, street vendors, motorcycle taxi drivers, freelance workers, daily worker, contract employees who cannot work due to activity restrictions.

The Ministry of Social Affairs has prepared a total of 2,010 tons of rice. A total of 122 regency/city governments received 3,000 packages of rice each (5 kg per package) and 6,000 packages (5 kg per package) for the six provincial capitals.
