BEKASI (January 8, 2021) - The Indonesian Minister of Social Affairs, Tri Rismaharini, accompanied by the Director General of Social Rehabilitation, Harry Hikmat, immediately escorted 5 scavengers at the "Pangudi Luhur" Bekasi Training Center to start work at Grand Kamala Lagoon, Bekasi. Risma opened access to work for scavengers whom she met a few days ago in the DKI Jakarta area.
“Today we took 5 scavengers who were ready to work and volunteered to work. We gave 5 scavengers access to jobs that we found in various locations yesterday. We have contacted the Grand Kamala Lagoon and God willing, they will work starting today, "explained Risma.
Risma revealed that she found these scavengers in several areas in DKI Jakarta. “When I go to work, the departure location will change every day. Then when I meet displaced people, I have an obligation to help," said Risma.
This scavenger, M. Faisal, born in Medan, March 2, 1972, comes from North Sumatra. This elementary school graduate has work experience as a fisherman and scavenger. He was found in Pasar Baru on January 4, 2021.
Then Roni Adnan, a man who was born in Jakarta, July 15, 1985, comes from Garut Regency, West Java. He was educated up to high school (SMA). Previously Roni worked as a scavenger. He is a reference from the Subang Regency Social Office on January 5, 2021,
Next, Muhamad Rohim, a man born in Blora, August 5, 1984, lives in Blora and has work experience as an online motorcycle taxi driver, package courier and parking attendant. Rohim once pursued a Package B education so that it was equivalent to Junior High School (SMP). He was found on Jalan Salemba, Central Jakarta on January 6, 2021
Firman Utina, one of the scavengers at a young age, comes from Kebayoran Baru, South Jakarta. The man who was born in Bekasi, June 5, 2004, has his last education in Elementary School (SD). He once worked as a scavenger trader and busker. He was found at Manggarai Station on January 6, 2021.
Lastly, Irman Yuda. This man who was born in Jakarta, June 3, 1972, lives in the village of South Manggarai, Tebet District, South Jakarta. He graduated from junior high school and has worked as a Sales Promotion Boy (SPB) in a supermarket and has also been a scavenger. He was found at Manggarai Station on January 6, 2021.
Risma said that what she did was a form of her responsibility as a human being. "So, please, can't we see that we are human. What kind of human I am if I just stand by and watch the displaced people. You don't have to see me as the Minister of Social Affairs, but as a human being who has a responsibility to God," she explained to the media crew when met at the "Pangudi Luhur" Training Center in Bekasi.

"I was informed from the Ministry of Social Affairs that there is assistance from the ministry that we can accommodate, as long as we can help, we will accommodate the program of the Ministry of Social Affairs," said Rudy Harsono, Director of Operations I of PT. PP Tbk.
Rudy explained that the Grand Kamala Lagoon area in Bekasi has an area of 24 hectares. There are apartments, there are hotels and there are areas that are managed by PP Properti's building management. Therefore, the company needs personnel for garden arrangement. “Companies also need building management in apartments, to monitor electricity tokens, for cleaning services. So, we will adjust," he explained.
They Need a Strategy to Increase Income, Not Only Receiving Assistance
The Minister of Social Affairs of the Republic of Indonesia, Tri Rismaharini, said that these scavengers were homeless and had no job. They need to get help from the Ministry of Social Affairs, but are constrained by population identity. “It is difficult for us to process assistance because most of the population identities of these scavengers are not clear. Next Wednesday (13/1), we will cooperate with the Ministry of Home Affairs to provide access for them to obtain their resident identity. This will make it easier for the Ministry of Social Affairs to provide social assistance to them,” he explained.
It didn't stop there, Risma explained that they would not be able to get out of poverty if they only received assistance. Therefore, the Ministry of Social Affairs will encourage them to be able to access jobs or open businesses from the results of the training provided at “Pangudi Luhur” Training Center in Bekasi so that their income can increase.

At “Pangudi Luhur” Training Center in Bekasi, they will be given entrepreneurship skills such as catfish farming, composting skills, hydroponic plant cultivation and other skills that can provide economic value. The Ministry of Social Affairs will also open a restaurant around the Center and the workers are scavengers who have been given skills.
The Center, in this case, does not only provide social rehabilitation and social empowerment services, but must be able to ensure that scavengers can be independent, change their way of thinking, change their behavior and are given training as an aftercare provision.
“The concept is, to reduce their expenses, the way is by providing social assistance. However, there must be additional income to get them out of poverty," said Risma.
Deputy Mayor of Bekasi, Tri Adhianto Tjahyono also spoke up. He related to the increasing unemployment conditions in the Bekasi area due to the pandemic, the increase was almost 10%. "So I think what the Ministry of Social's program is that is not only moving the less fortunate people into one place, but the added value is how to empower them according to their passion, according to their abilities," he said.
Tri added that building this begins with building good, healthy families so that the prosperous Indonesia will start today. "The Bekasi City Government is very grateful and of course supports what the Ministry of Social Affairs has done," he concluded.
Risma believes that the scavengers can be empowered. "I believe they can. They have been suffering for a long time, the Ministry of Social Affairs will also continue to provide assistance to motivate them," concluded Risma.
