JAMBI (July 18th, 2020) - Distribution of Cash Social Assistance (BST) brings a glimmer of hope to KAT residents in Jambi, Suku Anak Dalam (SAD). In the new normal era, Ministry of Social Affairs continues to present in easing the burden on people affected by the COVID-19 pandemic.

In tribal groups, Suku Anak Dalam are small groups of people who live in the forest and their live depend on the forest resources. Each group is led by Tumenggung. They settled temporarily in a simple house called sudung. They will move if they got a bad conditions such as death or other grief, or there is not enough food.

In accordance with the instruction of Minister of Social Affairs, that the distribution of Cash Social Assistance (BST) targeting people in 3T areas is remote, foremost and outermost done in 3 stages at a time. In addition, they also made it easier.

The Minister stated that they are our brothers and sisters who are often forgotten, so that we need to create a measurable and accountable innovation. We will not let them got a difficulty to get a help only because of administrative problems.

The existence of Suku Anak Dalam, which is difficult to reach and limited to access to basic social services, is considered by the Minister of Social Affairs. BST is given in 3 stages, namely 1.8 million / KPM. This amount is the accumulation of assistance during 3 months of distribution, namely April, May and June, with a magnitude of 600 thousand per month.

The Director General of Social Empowerment, Edi Suharto, said that the Data Receiver of BST Suku Anak Dalam (SAD) affected by the COVID-19 pandemic was based on the proposal from KKI-Warsi Jambi which had received a recommendation from Dinsos Dukcapil Jambi. The data submitted by KKI-Warsi is quite complete by Name By Adreas (BNBA) as many as 1,373 households spread across 6 districts in Jambi province.

“I see that the data is complete, so it can be proposed to Pusdatin and Directorate General of PFM so that they can get BST. I see that the Minister of Social Affairs' policy opportunity is very nice and SAD is really need it,” said Edi.

According to Edi Suharto, he had written to Director General Adminduk Ministry of Internal Affairs that he was assisted in facilitating KAT to obtain their civil rights so that they can fulfil administrative requirements for getting an assistance in the next stage.

Director General of PFM Asep Sasa Purnama also said that to get cash assistance, it was initially constrained because SAD residents did not have NIK and / or were not recorded in the Integrated Social Welfare Data (DTKS). However, Social Minister's instructed that social assistance can be easily proceed, Directorate General of PFM and Pusdatin can use temporary IDs, while NIK / KTP are stiil in the process.

Meanwhile, Head of Social Service Dukcapil Aries Munandar stated that they had already registered 1,800 SAD residents who did not yet have a NIK. For those who do not have a NIK but get help, this moment is used to record to make an ID card. This is a follow up to the Director of KAT Empowerment letter to 6 social services in Jambi Province to make data population for tribes of children who will get BST and input the data through SIKS-NG. With NIK, SAD residents can access various social protection programs and other programs.

From 1,373 KK of Suku Anak Dalam submitted, there were 1,135 KPM recipients of BST spread in 32 kelurahan/villages. Distribution is carried out in collaboration with PT. Pos Indonesia and the Indonesian Conservation Community (KKI) Conservation Information Stalls (Warsi).

One of the distribution locations of BST is the Post Office Sarolangun. Head of Post Office Sarolangun Doddy Lasmana conveyed that technical payments were made through a facilitator who coordinated the KPM.

"SAD has a complete data, some has not. Based on the agreement, if there is no KK or KTP, as long as it is acknowledged by the facilitator, we will still give it. Then we will take photos and send it to the Center," Doddy said.

The condition of SAD residents has become increasingly difficult since the Corona pandemic. According to one of the Tumenggung Desa Tanjung, Sargawi, their daily work was hunting and searching for second-hand goods. The assistance from the Ministry of Social Affairs is very meaningful for them to fulfil their basic daily needs.

"We are grateful to the government, which provided assistance during this corona," he added.

Gunawan, a resident of SAD, Tanjung Village, felt greatly helped by government assistance to make a living for the next few months.

"We, as Suku Anak Dalam community, are grateful to the Ministry of Social Affairs," he said.

Gratitude was also conveyed by Ngelembo, Menti (secretary-level) SAD Pauh Community. He expressed his gratitude for the help from the Ministry of Social Affairs.

"Since this corona make us so afraid. Running inside, running into the jungle. Getting hunted and cutting rubber is also difficult and that is not enough for everyday. Indeed, we have not been hit by corona, but the impact has hit us. Thank you for the Minister of Social Affairs, he has already noticed Suku Anak Dalam," he said.
