JAKARTA (February 3, 2020) - The Indonesian Minister of Social Affairs, Tri Rismaharini visited the Kalibaru Port, Cilincing District, Kalibaru Village, North Jakarta. This location is a residential location for scavengers who are assisted by the Kumala Social Welfare Institution (LKS).
The Minister of Social Affairs saw the process of weighing the wreckage of the residents assisted by Kumala Social Welfare Institution (LKS). The Minister of Social Affairs also had a dialogue with the scavengers to find out more about their condition.
"We are here with the hope that their lives will be better. Because relying on social assistance alone will take them a long time to get out of the poverty line. So we ask them to be able to move to the Pangudi Luhur Training Center Bekasi, where they will get skills as capital to improve the economy," said Risma.
In this location, the scavengers rent rents at a cost of around IDR 700 thousand / month, while their income only reached approximately IDR 1.2 million/Month. One of the scavengers complained about the heaviness of the rent.
On that basis, Risma also invited the scavengers to live in the "Pangudi Luhur" Training Centee Bekasi owned by the Ministry of Social Affairs without rent. So the income of the scavengers is not much spent just for housing.
"So they live in the Cnter for free. Later, flats will be built in collaboration with the Ministry of Public Works and Public Housing, then they can move to flats with a rental fee of IDR 10,000 / month, after they are economically stable they are expected to move because the flats will be rented out again to scavengers who still need a house or are experiencing economic difficulties," explained Risma.
The Ministry of Social Affairs and the Ministry of PUPR have prepared 2 Flat Blocks, 1 Block in the "Pangudi Luhur" Training Center Bekasi area and 1 other block at the Bambu Apus Protection House and Trauma Center (RPTC) Jakarta. Each block consists of 5 floors with a capacity of 100 families.
Risma added that the construction of these flats is not only in Jakarta and Bekasi, the flats will be built in several locations close to the Social Rehabilitation Center owned by the Ministry of Social Affairs, for example in Medan, Makassar, Bandung and other big cities. "So residents who do not have a place to live can access this flat," said Risma.
Risma also provides opportunities for young scavengers to be accessible to job opportunities in several partner companies of the Ministry of Social Affairs. As before, the Ministry of Social Affairs has brought 5 scavengers to work at Grand Kamala Lagoon Bekasi and 15 scavengers from "Pangudi Luhur" Training Center and Erbe LKS to work at PT. Waksita Karya (Persero).
Scavengers who are already in the Center have been given skills such as compost management, hydroponic vegetable cultivation, catfish cultivation, porang cultivation and cooking skills to fill the culinary center stand which will be inaugurated in the near future.

The Minister of Social Affairs also confirmed whether all residents assisted by Kumala LKS had entered the Integrated Social Welfare Data (DTKS). According to the head of the RT, there are still some residents whose data have not been included in the DTKS.
Aliyas, one of the scavengers, said that he had lived in Kalibaru Harbor for 10 years. He has supported his family by working as a scavenger.
He also admitted that he was ready if asked by Risma to move and live at the Pangudi Luhur Training Center Bekasi. "I want to move, they said there will be a flat too. I want to move for a better life, I want to work other than as a scavenger to increase my income for my family," he said.
Risma said that the Ministry of Social Affairs was trying to start two 'engines'. "We can turn on 2 machines, namely the gentleman. as the head of the family who works as a scavenger or works at a partner company of the Ministry of Social Affairs. Then the ladies (wife) whom we have trained can fill the culinary center that we have prepared. Hopefully, with these 2 sources, they can get out from poverty," concluded Risma.
During this visit, the Director General of Social Rehabilitation, Harry Hikmat and his staff and the team from Kumala LKS were also present.
