Social Service Center (SERASI), from Concept to Implementation and Ends with an Agreement

SURAKARTA (August 30, 2020) - With the end of the Social Service Center Coordination Meeting (SERASI) at the Novotel Hotel Surakarta which started from 27-30 August 2020, the name Solo deal.

This agreement is the result of discussions from Piloting SERASI, namely 1 social service center and 4 social rehabilitation center including the Center for Social Rehabilitation of People with Physical Disabilities (BBRSPDF) "Prof. Dr. Soeharso" Surakarta, Center for Elderly Social Rehabilitation (BRSLU) "Gau Mabaji" Gowa, The Social Rehabilitation Center for Drug Abuse Victims (BRSKP) "Satria" Baturraden, the Social Rehabilitation Center for Children Needing Special Services (BRSAMPK) "Antasena" Magelang and the Social Rehabilitation Center for Ex Homeless Beggars (BRSEGP) "Pangudi Luhur" Bekasi and the Regency/city Social Service In Solo Raya area and Social Welfare Institutions (LKS) in Solo Raya.

From the piloting of SERASI, the Social Service and LKS agreed to follow up on the results of the SERASI coordination meeting. The Ministry of Social Affairs is a state institution that is the leading sector in handling social welfare in Indonesia in accordance with the mandate in Law Number 11 of 2009 on Social Welfare.

Based on this, the Minister of Social Affairs directed to realize the draft policy direction of the Directorate General of Social Rehabilitation in the form of Social Rehabilitation Assistance (ATENSI) and the Social Service Center system (SERASI) as a form of the Presence of State.

ATENSI as a way of responding to social problems must also take the form of an effective response, from children in the womb to the elderly. According to Harry, this is what is called a life cycle-based treatment.

The consequences of ATENSI certainly need to connect various parties, from the family level to institutions as well as connect other social services. Therefore, the Ministry of Social Affairs through the Directorate General of Social Rehabilitation will also realize the Social Service Center (SERASI) system as a form of public service without specialization.

SERASI is a manifestation of the paradigm shift in social rehabilitation services from sectoral to integrated services or also known as one stop service. For example, all kinds of disabilities must be responded to at one door.

The presence of SERASI must completely eliminate obstacles for the community, one of which is people with disabilities. The essence of SERASI is that the bureaucracy must be in favor of the interests of the community. So that one place can solve various problems of society.

In addition, the service paradigm shift aims to reach all citizens, so that the role of Social Welfare Institutions (LKS) becomes very strategic in the implementation of the ATENSI and SERASI systems.

Therefore, at the event, the Balai Besar "Prof. Dr. Soeharso" Surakarta also signed an agreement with several LKS in Solo Raya called the Solo Agreement. This form of constructive collaboration can inspire other Balais to partner with LKS
