JAKARTA (December 18, 2020) - The Directorate of Child Social Rehabilitation of the Indonesian Ministry of Social Affairs conducted a virtual socialization of the Implementation Guidelines for the Licensing Team for Adoption of Children (PIPA). The activity, which was attended by the Heads of Provincial Social Offices throughout Indonesia and all Social Work Units, was opened directly by the Director of Child Social Rehabilitation, Kanya Eka Santi.

Kanya said that the PIPA Team Meeting Implementation Guidelines are a reference for the PIPA Team meeting implementation both at the center and in the regions because until now there are still many PIPA Team meetings that are not in accordance with the rules.

“Currently, 31 of 34 provinces in Indonesia have a PIPA team. That means that there are still 3 provinces that do not have a PIPA team, including Maluku, Papua and West Papua. I hope that all provinces in Indonesia have a PIPA Team,” said Kanya.

The PIPA Team Session is one of the mandatory stages that must be carried out in the process of implementing child adoption. Through this trial, the PIPA Team consisting of the Ministry of Social Affairs, Social Service and other relevant stakeholders will provide considerations regarding the approval of Prospective Foster Parents (COTA) to be able to adopt children.

"In the area of ​​implementing child adoption, it is no longer in the Social Rehabilitation Sector but in the Social Protection and Security Sector, but the Provincial Social Office would be able to coordinate this so that it can run well for the best interests of the child," said Kanya.
 
In addition, Kanya also said that social reports in terms of assessments to home visits carried out by Social Worker Serve Unit (Sakti Peksos) and Social Workers must be carried out in depth and comprehensively because these social reports determine the future of adopted children.

"If the writing of social reports is not in-depth and many are missed, then this can hinder the decision of the PIPA Team so that the Prospective Adoptive Parents (COTA) and Prospective Adopted Children (CAA) have their recommendations for adoption," she added.

Maria Iswari, Technical Assistance Team of the Directorate of Child Social Rehabilitation as a resource person was present to explain in detail about the stages of the PIPA Team trial and discuss various issues related to child adoption.

Another resource person, Puti Chairida Anwar also emphasized that the trial must be held at least 4 times a year or according to the needs of the Provincial Social Office. In addition, Puti asked the Directorate of Child Social Rehabilitation to make a Circular of the Minister of Social Affairs to the Provincial Social Office which contains an appeal for the regions to prepare a budget for the implementation of the PIPA Team meeting.

Through this outreach activity, it is hoped that all relevant parties who carry out child adoption services both at the central and regional levels will be able to implement this in accordance with what is stated in the operational guidelines.
