BOGOR (November 15, 2020) - Social Rehabilitation Assistance (ATENSI) for Persons with Disabilities is a manifestation of the Ministry of Social Affairs being present in an effort to respect, protect, and fulfill the rights of persons with disabilities as part of the mandate of Law Number 8 of 2016 concerning Persons with Disabilities.
The Director of Social Rehabilitation of Persons with Disabilities of Indonesian Ministry of Social Affairs, Eva Rahmi Kasim, in the opening of the activity of Preparation of Assessment Instruments for the Implementation of ATENSI for Persons with Disabilities conveyed the importance of assessment instruments. "To optimize the implementation of ATENSI for Persons with Disabilities, we must have an assessment instrument according to the variety of disabilities as a standard for social services," said Eva.
Eva emphasized that the basis for the preparation of the assessment instrument is the Operational Guidelines for ATENSI for Persons with Disabilities so that all program implementers understand the assessment that must be carried out.
"According to the ATENSI Business Process, three main things that must be listed are service access instruments, intervention plans and case management. And also the importance of informed consent (initial agreement) between service providers and service recipients who must follow an accountable and transparent Standard Operating Procedure (SOP)," said Eva.
The Ministry of Social Affairs has 19 Technical Implementation Units (UPT) for Social Rehabilitation Centers for Persons with Disabilities as Social Service Centers (SERASI) for responsive social services. "The center must be able to carry out the referral function to ensure response to handling by government service agencies, strengthen the network of Social Welfare Institutions (LKS) and maintain service quality standards. Furthermore, the hall also acts as a provider of communication, information, education and data collection," Eva said.
"In terms of data collection, we have collaborated with the Data and Information Center (Pusdatin) through the Next Generations Social Welfare Information System (SIKS-NG) for Social Welfare Services (PPKS) for People with Disabilities," he added.
The preparation of assessment instruments does not only look at a person's condition from the physical and mental aspects but also social, economic, demographic and psychosocial aspects. "Regarding the barriers and potentials possessed by a person, in our assessment we must involve many professions, including psychologists, psychiatrists, therapists and social workers as the leading sector," said Eva.

"In an effort to optimize the implementation of ATENSI for Persons with Disabilities, in our intervention, we must make individual planning because each service recipient has unique characteristics with different conditions so that the treatment is also different," said Eva.
"Thus, the services we provide can answer the problems that exist in the community. Then, to face the digital era, the implementation of the assessment must follow the digital system that must be implemented by the social welfare center for people with disabilities," she hoped.
In order to complete the preparation of the assessment instrument from a medical perspective, the Chairperson of the Indonesian Medical Rehabilitation Specialist Doctors Association (PERDOSRI), Tirza Z. Tamin, attended this activity. "The philosophy of physical and medical medicine is to improve a person's physical, cognitive, and social functional abilities according to their potential to maintain and/or improve the quality of life as optimally as possible," said Tirza.
The International Classification of Functioning, Disability and Health (ICF) has components that are interconnected with each other. "First, function and disability include bodily functions and structures; activity and participation. Second, contextual factors, consisting of environmental factors and personal factors," said Tirza.
"The role of physical and rehabilitation specialists must be able to handle patients with problematic body functions so that they are independent again. Every limitation of body structure must optimize body function, activity and participation," he added.
Tirza further explained that there are three kinds of assistive devices for persons with disabilities, namely orthoses, which are supporting devices for the body or limbs, prostheses as replacement aids for movement lost due to amputation or congenital disabilities, and walking aids.
The activity, which was carried out by the Directorate of Social Rehabilitation for Persons with Disabilities, was held in Bogor from 12 to 15 November 2020, attended by 40 participants consisting of the Social Rehabilitation Center for Persons with Disabilities, Facilitators and Organizations for Persons with Disabilities and the directorate team. In addition to sources from the medical aspect, there were also speakers from Save The Children practitioner Tata Sudrajat and Bandung Health Poltekkes academician Rini Hartini Rinda.
