During the meeting, the Director of PKAT said that the government provided the widest possible opportunity for various parties to participate in the implementation of social welfare (Kessos). This participation is needed because not all problems and needs of the Social Welfare Service Government (PPKS) can be fulfilled by only one sector, including the Ministry of Social which is more focused on meeting basic needs. It is here that SKK Migas is expected to be able to complete, for example in KAT empowerment in the field of basic infrastructure such as: clean water facilities, MCK, drainage, electrical energy, guidance and alternative livelihood assistance.
In addition to KAT empowerment, it was also conveyed that currently the Directorate General of Social Empowerment through the Directorate of Social Empowerment of Individuals, Families, and Public Institutions (PSPKKM) in collaboration with several university business incubation units, is starting a social entrepreneurship program for Families of Beneficiary Families (KPM) PKH) graduation in the form of assistance and assistance in productive economic businesses. This program is one of the implementations of the Ministry of Social policy, which starting in 2020 the Ministry of Social Affairs will prioritize social empowerment programs for poor families in Indonesia.
The Director of PKAT also conveyed the form of solar cells in 2015, and in 2019 with Petrochina in the form of clean water drilling, the cultivation of tarpaulin catfish, goats in the Gurun Tuo of Jambi. This contribution is quite significant for KAT residents, so it needs to be expanded in other KAT locations.
Head of the Kessos CSR Forum, Gusti Mangkubumi and Secretary General of the Kessos CSR Forum, Iyuk Wahyudi also explained that for this cooperation to be expanded nationally, there should be a memorandum of cooperation between the two parties, namely the Directorate General of Social Empowerment of the Ministry of Social Affairs and SKK Migas which is the basis of synergy in empowering KAT, social entrepreneurship, and disaster management. The memorandum of cooperation will contain the form of cooperation and the mechanism for its implementation.
Sri Sultan Hamengkubuwono X emphasized that indeed not all KAT problems or disasters can be resolved by the government or CSR, but it would be nice if they could complement the spaces that cannot be done by the government. Local governments can solve this problem, but there are also limitations because there are several regulations governing the use of the regional budget.
Chairman of SKK Migas Dwi Sutjipto responded that cooperation with various parties had been carried out, including the Ministry of Social Affairs, BNPB, BASARNAS, and other government agencies. Related to KAT empowerment and social entrepreneurship can be possible, because SKK Migas has 5 operational areas from Aceh to Papua so that it can reach areas that have not been touched. For this reason, it is necessary to compile a memorandum of cooperation so that this synergy can be more focused and scheduled on which groups will be carried out.
At the end of the meeting, SKK Migas and the Social Welfare CSR Forum agreed to follow up on the collaboration and an MOU would be made between SKK Migas and DG Dayasos. All participants of the meeting agreed that in the near future the MoU will be formulated and mutually studied and then signed between parties in Yogyakarta.
