The Ministry of Social Affairs Continues to Strive for People with Mental Disabilities to be Free from Stocks

JAKARTA (October 10, 2020) - Representing the Indonesian Minister of Social Affairs attended a virtual conference activity held by Human Rights Watch in the context of World Mental Health Day which occurred on October 10, 2020.

Also attending the virtual conference were Director of Social Rehabilitation for Persons with Disabilities Eva Rahmi Kasim, Wayan Sumartono and Bagus Kamajaya (Shackling survivors), Ratnaboli Ray (Director) and Anjali from Mental Health Rights Organization (India), Andreas Harsono (Indonesia Researcher, Human Rights Watch), and Kriti Sharma (Senior Researcher, Disability Rights of Human Rights Watch). The virtual conference with the theme “Life in Stocks” presented the results of research conducted by Human Rights Watch on the lives of people with mental disabilities living in stocks.

Kriti Sharma of Human Rights Watch presents the results of research on people with mental disabilities living in stocks in various parts of the world such as India, Ghana and including Indonesia. The report states that many people with mental disabilities still live in stocks, they are also neglected in meeting their needs such as food, hygiene and other needs and tend to live in acts of violence or neglect by their families.

Kriti Sharma said that stocks must end immediately, Kriti Sharma asked the international community to immediately end stocks for people with mental disabilities, then improve mental disability centers or services such as rehabilitation institutions by carrying out more stringent supervision and empowering people to improve the quality of life of people with mental disabilities with community-based services and eliminate negative stigma against people with mental disabilities.

One of the speakers from Indonesia, Yenni Rosa from the Association of Healthy Souls, said that Indonesia still has many people with mental disabilities who live in stocks. The condition is worrisome, apart from that they don't get enough attention, their nutritional and medical needs are far from proper. Yenni Rosa also told about the lives of people with mental disabilities that she met in refugee camps when natural disasters occurred in Kendari and Aceh.

Yenni Rosa added that people with mental disabilities in Indonesia need services not only in rehabilitation centers, especially related to the need to provide housing for people with mental disabilities as well as proper social security and inclusive disaster management for people with disabilities. According to Yenni Rosa, although Indonesia has implemented free stocks since 2017 but free stocks is just releasing the chains of people who are in stocks and moving them to other places, but this is not followed by assistance and services to fulfill their daily needs.

Answering a question from moderator Andreas Harso who was asked the Ministry of Social Affairs regarding the situation of people with mental disabilities, the Director of Social Rehabilitation for Persons with Disabilities Eva Rahmi Kasim admitted that it is true that the lives of many people with mental disabilities are still in confinement, but that does not mean that the government does not make efforts to overcome the problem. The Persons with Mental Disabilities (ODGJ/PDM) are carried out through technical implementing units at Center, namely "Phala Martha" Social Rehabilitation Center for People with Mental Disabilities (BRSPDM) Sukabumi, "Margo Laras" BRSPDM Pati, "Dharma Guna" BRSPDM Bengkulu and "Budi Luhur" BRSPDM Banjarbaru.

Eva Rahmi Kasim said that since 2017 Indonesia has declared a shack-free Indonesia, this movement involves collaboration between ministries and institutions, even in the form of a cooperation agreement between the Ministry of Social Affairs, Ministry of Home Affairs, Ministry of Health, POLRI and BPJS in handling efforts to release stocks for persons with mental disabilities followed by efforts to provide health services and provide social security for the continuity of care/treatment of persons with mental disabilities.

Eva Rahmi Kasim added that since the declaration of stocks-free Indonesia, around 3,441 people have been released from all over Indonesia, they have also received treatment and efforts to obtain identity cards to gain access to other services. The Indonesian Ministry of Social Affairs also conducts/establishes a Social Service Information Unit (UILS).

UILS is a bridge between to prepare people with mental disabilities who have just been released from hospital/care to return to their families and communities. In addition, it is also working to improve the standards of social rehabilitation services.

Furthermore, Eva Rahmi Kasim said that the high number of people in stocks could not be separated from the cultural influence of the people who still regard people with mental disabilities as rioters who disturb the peace of others. Therefore, to abolish shackling, the stocks-free approach must use cultural values, medical and other social rehabilitation services.
