BOGOR (17 July 2020) – The Director of Social Rehabilitation of Persons with Disabilities, Ministry of Social Affairs, RI initiated the preparation of the National Action Plan on the Rights of Persons with Disabilities which is one of the important issues in the National Action Plan for Human Rights (RAN-HAM) 2020-2024.

RAN HAM 2020-2024 focuses on resolving human rights issues from vulnerable groups, namely women, children, remote indigenous communities and persons with disabilities.

The preparation of the National NAP on the Rights of Persons with Disabilities involves 5 (five) agencies that are members of the Joint Secretariat of the NAP HAM, namely the Ministry of Social Affairs, the Ministry of Law and Human Rights, the Ministry of Foreign Affairs, the Ministry of National Development Planning/Bappenas and the Ministry of Home Affairs.

Eva RahmiKasim, Director of Social Rehabilitation of Persons with Disabilities who was present on behalf of the Ministry of Social Affairs expressed her hope that the Action Plan for Persons with Disabilities for 2020-2024 should be better than the previous NAP HAM. "The actions of the NAP HAM can be implemented and their achievements measured, and there is evidence-based quantification so that the human rights actions of persons with disabilities really have an impact," Eva hoped.

Some of the actions listed in the RAN-HAM for Persons with Disabilities 2020-2024 include the fulfillment of health services for persons with disabilities through an inclusion roadmap, implementing quotas of employees or workers for persons with disabilities in government, BUMN/BUMD, and private sector, drafting regulations regarding the provision of social assistance for persons with disabilities. independence and accessibility of persons with disabilities in harmony with other regulations, conduct data collection and supervision of social rehabilitation institutions throughout Indonesia and build an effective monitoring system.

Prahesti Pandanwangi, Director of Law and Regulation of Bappenas, said that RAN HAM must have the nature of the bottlenecking that is to facilitate the acceleration of the fulfillment of Human Rights through strategic actions, not routine activities that are the obligations of Ministries. Prahesti suggested the need to review priority and strategic actions in the NAP on the Rights of Persons with Disabilities for 2020-2024.

Meanwhile, the Director of Human Rights Cooperation at the Ministry of Law and Human Rights, BambangIriana, stated that his agency is currently drafting a Presidential Regulation on the NAP HAM which will become the legal umbrella for the NAP HAM for 2020-2024. This Presidential Regulation is made without a period, while the action plan will be regulated in a Ministerial Regulation to make it more flexible in its changes and adjustments.

In addition, the Director of Poverty Reduction and Social Welfare of Bappenas, Maliki, emphasized the importance of the Master Plan for Persons with Disabilities (RIPD) in the preparation of the NAP for Persons with Disabilities.

"The Action Plan for Persons with Disabilities must be synchronized with the Master Plan for Persons with Disabilities (RIPD)," said Maliki.

Maliki further stated that the strategic objectives of the NAP on Human Rights for Persons with Disabilities are strengthening regulations and policies, increasing access to basic rights services, strengthening the complaint system, servicing and handling violations against Persons with Disabilities, providing legal aid services, integrating data on persons with disabilities and strengthening the monitoring system. and monitoring of social institutions for Persons with Disabilities.
