JAKARTA (December 4, 2020) – The President of the Republic of Indonesia, Joko Widodo, has directed that in the next 5 years Indonesia will focus on developing human resources, simplifying the bureaucracy, developing infrastructure, simplifying regulations and transforming the economy.
Regarding the simplification of the bureaucracy, the Ministry of Social Affairs is one of the ministries that is starting to improve to enter a new era in the human resource management system through equalization of positions.
The Director General of Social Rehabilitation of the Ministry of Social Affairs, Harry Hikmat, said that the Indonesian Minister of Social Affairs, Juliari P. Batubara, always advised that whatever position and whatever we do, the most important thing is how to provide benefits to the community.
Therefore, entering a new era in the human resource management system through equalization of positions requires adaptation. "We need rapid adaptation to the large currents of change," he exclaimed.
Harry conveyed this at the 2020 Civil Servant Competency Test at the Central Java Social Rehabilitation Unit, which was held by the "Prof. Dr. Soeharso" Center in Surakarta.
The career pattern will rely on the performance of employees who are more measurable and qualified, not only based on rank orientation. Career is very much determined by the hard work, ability and willingness of each employee.

Harry also explained that in functional positions, skills and competencies are things that become strengths at work. Especially in the era of the Social Rehabilitation Assistance Program (ATENSI) always reminding the future is the era of professional authority.
Matters related to strategic decisions, determining assessment results, leading case conferences, to determining interventions for beneficiaries, are part of the process decided by professionals. "So respect for someone is not because of his structural position, but because of his skill competence," explained Harry.
Therefore, the Head of "Prof. Dr. Soeharso" Center in Surakarta, Heri Kris Sritanto said that this competency test activity was carried out to determine the extent to which the level of ability and characteristics possessed in the form of knowledge, skills, attitudes and behavior needed in carrying out their duties professionally, effective and efficient.
In line with this, the Head of the Organization and Personnel Bureau, Amin Raharjo said that this equalization of positions has a legal basis, namely Presidential Regulation No. 2019 concerning the Organization of State Ministries.
This equalization of positions aims to create a more dynamic and professional bureaucracy as an effort to increase effectiveness and efficiency to support the performance of government services to the public.
The scope of the equalization of administrative positions into functional positions, namely Administrators or Echelon III Officials are equalized with Intermediate Expert Functional, Supervisors or Echelon IV Officials are equivalent to Young and Implementing Expert Functions or Echelon V Officials are equivalent to First Functional Experts.
Amin conveyed that employees must comply with personnel administration governance and also maintain ethics in carrying out their duties.
Harry appreciated the Surakarta "Prof. Dr. Soeharso" Center for organizing this activity independently. It is hoped that this activity can be replicated in other Social Rehabilitation Centers. "All will get the same information and opportunities," concluded Harry.

This competency test was attended by 52 participants with details of 44 participants from the Surakarta "Prof.Dr. Soeharso" Center, 5 participants from the "Antasena" Children's Center in Magelang and 3 participants from the Baturraden "Satria" Victims of Illegal Drug Rehabilitation Center.
