The Silent Flap of Difagana
Disability inclusive development includes the fulfillment of the rights of persons with disabilities in all fields, including protection from disasters. Persons with disabilities should be seen as subjects, meaning that they actively participate in inclusive disaster management in every phase, both pre-disaster, during disaster, and post-disaster. By involving people with disabilities in disaster management, not only understanding and mapping the needs of people with disabilities but also providing motivation to rise up and recover from post-disaster adversity so that it is in line with the spirit of "No One Left Behind".
Therefore, the government through the Ministry of Social Affairs established the Disaster Voluntary Worker with Disabilities (Difagana). Since it was first launched in Yogyakarta in 2017, Difagana is now on standby in 47 sub-districts out of 58 disaster-prone districts.
