JAKARTA (December 8, 2020) - Director of Social Rehabilitation of Persons with Disabilities of Indonesian Ministry of Social Affairs, Eva Rahmi Kasim, was virtually present as a resource at the Information Dissemination and Public Communication "Persons with Disabilities Struggle to Face the Pandemic" organized by the Ministry of Communications and Informatics and the COVID-19 Handling and Recovery Committee National Economy (KPCPEN).

This activity is a dissemination of positive narratives as an effort by the government to provide information and educate the public to have an understanding of persons with disabilities during the adaptation period to new habits.

The government has made efforts to prevent, handle and how to recover from the COVID-19 pandemic. Since the beginning of the emergence of COVID-19, the Ministry of Social Affairs has made prevention efforts through all Social Rehabilitation Centers for Persons with Disabilities, Social Welfare Institutions (LKS) and Disabled Persons Organizations (OPD) by issuing a Circular Letter from the Director General of Social Rehabilitation on how to prevent the handling of COVID-19 as well as guidelines for assistants. Persons with Disabilities to handle cases in the field.

"We have also sought the implementation of social protection and security in the form of a Social Safety Network (JPS) in the form of providing basic food assistance, direct cash assistance (BLT) and regular assistance. Basic food assistance is distributed to the Greater Jakarta area, and cash social assistance for areas outside Jabodetabek The Ministry of Social Affairs also accelerates the distribution of regular social assistance Family Hope Program (PKH) Disability Inclusion and Social Assistance for Persons with Disabilities (ASPD)," explained Eva.

Data synchronization of Persons with Disabilities in the era of economic recovery entering the adaptation of new habits has also been carried out. "The data that initially stated that each recipient of social assistance was based on the Integrated Social Welfare Data (DTKS) which covered the bottom 40% of the poor, with the COVID-19 pandemic, the data also includes vulnerable groups such as Persons with Disabilities who can get social assistance. And not only through households but also through Social Welfare Institutions (LKS)," said Eva.

The data for Persons with Disabilities is updated through the Ministry of Social Affairs' Center for Data and Information and the population administration system managed by the Ministry of Home Affairs and the Central Statistics Agency (BPS). The synchronization of the data is adjusted to the variety of disabilities listed in Law Number 8 of 2016 concerning Persons with Disabilities and international concepts so that later national data can be compared with international data.

Adaptation of new habits is also carried out by the Ministry of Social Affairs by directly or indirectly reforming social rehabilitation services. Indirect services carried out by the Directorate of Social Rehabilitation of Persons with Disabilities include changes in policy reform and coordination of social rehabilitation services for Persons with Disabilities between ministries/agencies.

The Ministry of Social Affairs also continues to improve social campaigns in order to increase public awareness of Persons with Disabilities and increase the capacity of Persons with Disabilities as well as providers of social rehabilitation services for Persons with Disabilities and revitalize the service function of the Social Rehabilitation Center for Persons with Disabilities as direct service providers from the Ministry of Social Affairs.

"Direct service from family, community and residential centers with a multi-collaborative service approach between various parties so that it is comprehensive, starting from medical treatment to service termination based on a needs assessment," said Eva.

Eva added that digitalization in all aspects of life plays an important role in the midst of the COVID-19 pandemic. "Entering the adaptation of new habits, in an effort to recover the economy of Persons with Disabilities, the Ministry of Social Affairs has launched a website: www.creativedisabilitiesgallery.com to coincide with the commemoration of the International Day of Persons with Disabilities," said Eva. The virtual gallery contains products created by the creativity of Persons with Disabilities that have economic value so that visitors are expected to not only look at them but also buy them.

In terms of aspects of learning difficulties for children with disabilities, this opportunity was conveyed by the Principal of Rawinala Special School (SLB), Budi Prasojo. "We handle children with multiple disabilities where each child has more than one disability. The learning process in the midst of the COVID-19 pandemic is carried out by preparing assistance for their parents," said Budi.

Budi also explained the tasks that must be carried out by parents using task analysis tests, instruments and home visits to students while still paying attention to health protocols and collaborating according to the agreement with parents through useful and fun programs.

The condition of disability is a form of human diversity so we must respect and try to fulfill their rights. "Let's rebuild a better life for Persons with Disabilities, more inclusive, more accessible and sustainable so that they can live more equally and contribute to life for their families and communities," said Eva, Director of Social Rehabilitation for Persons with Disabilities at the end of the event.
