JAKARTA (JANUARY 1st, 2022) – At the Plenary Cabinet Session led by President Joko Widodo (30/12/2021), Minister of Social Affairs Tri Rismaharini has reported the process of realization of social assistance for the National Economic Recovery (PEN) in 2021.
The realization of Ministry of Social Affairs has reached Rp100,2T (97.83%) from the budget of PEN 2021 for social assistance as much as Rp 101,4T as of December 30th, 2021.
Ministry of Social Affairs' contribution to the 2021 PEN program is manifested in five programs, such as Family Hope Program (PKH), Non-Cash Food Assistance Program Regular, PPKM (Restrictions Towards Community Activities) Non-Cash Food Assistance Program (BPNT PPKM) or Social Assistance from Regional Proposal, Cash Social Assistance (BST) and Basic Food Assistance for Extreme Poverty.
PKH reached 10 million Beneficiary Families (KPM) with a budget of Rp. 28,3T and has reached the realization of Rp. 27,9T (98.66%). Non-Cash Food Assistance Program Regular reached 18.8 million KPM with a budget of Rp. 48,6T and it has reached Rp. 47,8T (98.69%).
For the Non-Cash Food Assistance Program PPKM (Regional Proposal) program which reached 5.9 million KPM with a budget of Rp.7T , Rp.6,8T (96.18%) has been realized. The Cash Social Assistance Program (BST) reaches 10 million KPM with a budget of Rp. 17,3T and has reached the realization of Rp. 16,6T (96.01%). Furthermore, for the Basic Food Assistance for Extreme Poverty which reaches 1,236,895 KPM with a state budget of Rp. 1,1T and Rp. 1T (93.66%) has been disbursed.
"In general, the distribution of social assistance for PEN program in 2021 has reached Rp. 100,2T (97.83%). During 2021, we will continue to accelerate the distribution, in coordination with local governments and banks. Social assistance in PEN program is expected to stimulate the community's economy. Therefore, we ask KPM to use assistance for useful needs," said the Minister of Social Affairs (30/12).
To ensure that social assistance is received by the beneficiaries, Social Minister Risma has instructed all officials and staff to simultaneously go to various corners of the country. The Inspectorate General of Ministry of Social Affairs held Monitoring and Evaluation (monev) activities throughout the country.
In fact, during her visits, Minister of Social Affairs did her own checks and encouraged the distributions of the assistances. On the occasion of an official visit to East Java, Minister of Social Affairs directly checked the disbursement of social assistance in Trenggalek Regency and Surabaya City.
In Trenggalek, the Minister and her entourage witnessed the distribution process of aid in Melis Village, Gandusari District. By setting up a table and chairs on the side of the village road, the Minister of Social Affairs asked bank officials to disburse social assistance to the residents.
Accompanied by the Regent of Trenggalek, Mochamad Nur Arifin, the Minister of Social Affairs emphasized that the ranks of the regional government as well as state-owned banks (Himbara) ensure the disbursement of social assistance before the turn of the year.
The day after, the Minister of Social Affairs checked the disbursement process at Tambaksari Sub-district Office and the Pakis Lurah Office, Sawahan District, Surabaya City. The Minister of Social Affairs saw that there were still many KPMs that had not received the aid.
In the search, it was found that many KPMs had not received the Prosperous Family Card (KKS) so they had not been able to disburse assistance. The PSC printing and distribution process takes some time.
“If you have to wait for the printing and distribution of KKS, it will take a long time. But the time is getting closer," she said. Therefore, the Minister of Social Affairs instructed the regional governments to distribute manually. Then, the local government followed up the Minister’s direction by holding simultaneous disbursement in various regions.
