The activities carried out in the hall were carried out from the vision of public relations, namely realizing the Ministry of Social Affairs close to society, popular within the government and harmony with the legislative body.

Based Indonesian dictionary (KBBI), dissemination means the process of spreading innovations that are planned, directed, and managed. Holding a stick of command, Sonny W. Manalu, Senior Advisor of the Minister for Social Accessibility who is now also Tasks executor (Plt) Head of the Public Relations Bureau accompanied by Dian Setiawan Head of Inter-Institutional Relations Section and Devi Ratna Komala Sari as Head of Sub Division Relations Between Executive Institutions.

In his remarks, Sonny W. Manalu invited all employees to disseminate information on rehabilitation center program and the Ministry of Social Affairs. "Ladies and gentlemen, everyone in this room must be able to become the public relations (public relations) of this rehabilitation center, must be able to be a speaker or spokesperson, explaining the existence and success of this rehabilitation center humbly," he said.

In disseminating information, it should be emphasized that the news can be accepted by others properly or not. "We may explain, but we cannot patronize. It is not easy to make a series of words that easy to be accepted," continued Sonny W. Manalu.

Dissemination of information needs to be based on ethics and norms that apply in an area so that what is conveyed can be absorbed properly. The science of public relations teaches us to look for partners as much as possible. "The more we achieve, the wider the high seas you explore. Which means we are getting nothing," concluded Sonny.
