JAKARTA (September 10th 2020) - The Ministry of Social Affairs is preparing the rules for accelerating the graduation process for the Beneficiary Families (KPM) for the Family Hope Program (PKH). The rules of the game in the form of Technical Instructions (Juknis) that can be used as a guide for PKH companions in carrying out their duties.

The Director General of Social Protection and Security at the Ministry of Social Affairs, Pepen Nazarudin, explained that PKH Facilitators must be able to increase the number of PKH KPMs who resign or graduate. Therefore, he very welcomes the rules of the game in the form of technical guidelines.

"I welcome the preparation of this Technical Guidelines in order to provide an overview, convenience, optimism to PKH Facilitators who have not been able to graduate KPM, later try to apply it in their respective regions so that all can graduate," said Pepen Nazaruddin when opening the Finalization of the Preparation of Technical Guidelines and Best Books. Practice in PKH KPM Graduation in Jakarta, Thursday (10/9).

In front of PKH HR, starting from the Regional PKH Coordinators of Java to Lampung who were present directly at the location, Pepen said apart from the Technical Guidelines, the ability of PKH HR in optimizing existing resources also contributed to success in graduation.

“This technical guideline is a guide on paper, only as a tool or reference. The ability of all PKH Facilitators to read potentials, situations, even if they have their own strategies, will determine the success of friends in grading," said Pepen.

There is no graduation that is the same in all regions, he continued, it depends on geographical conditions and other driving factors.

Furthermore, best practice can be learned from the surrounding conditions, “Just look at the area around your companions, who knows in remote areas that have the same characteristics, so you can imitate the pattern of graduation. The more best practices, the richer the experience," he said.

On that occasion, the Ministry of Social Affairs also presented and gave appreciation to a number of Outstanding PKH HR because during the PKH implementation process they produced Graduation KPM that exceeded the target.

Among them are M. Hanafi, PKH Assistant Bangkalan Regency with a total of 185 KPM Graduation; Hadiyan Apriyanto and Amin Ibn Umar PKH Assistants Tegal Regency with a total of 147 and 143 KPM Graduation, respectively; Salamun, Devi Kartika Sari, Putri Zulfa Apriyani and Yuti Irawati, PKH Assistants Kab. South Lampung with 136, 133, and 128 Graduation KPM respectively; and Duan Muwardi and Kasmudi, PKH Assistants Kab. Cirebon with 134 and 132 KPM Graduation respectively.

“Well, this success shows that you can do it! You can make them graduate. You can do this, even without the technical guidelines. Don't make the COVID-19 condition a difficult reason to encourage people to graduate. That's not justification," said Pepen.

Meanwhile, the Director of Family Social Security (JSK), Rachmat Koesnadi, who is in charge of the PKH program, said that the purpose of the PKH Graduation Technical Guidelines was to create operational technical guidelines for PKH stakeholders and HR in implementing PKH KPM Graduation.

"This technical guideline will contain the procedures and mechanisms for Independent Graduation, guidelines for handling complaints and resolving PKH membership problems, guidelines for monitoring and evaluating the implementation of Mandiri Graduation," said Rachmat.

Through the Finalization of the Preparation of Technical Guidelines and Best Practice Books in the Graduation of KPM PKH, he hopes that the participants who are directly involved in the preparation of their thoughts can be accommodated so that a sense of ownership and implementation arises.

"By doing so, it will be able to encourage the alignment of the KPM PKH Graduation procedure among program implementers, both at the Central, Provincial, and Regency / City levels," he concluded.
