JAKARTA (10 May 2021) - The Ministry of Social Affairs will soon implement an application-based performance assessment of the State Apparatus (ASN) to improve their performance in carrying out their duties and functions in their respective fields.
"All ASNs have measurable and accountable performance contributions according to their duties and functions without exception," said Social Minister Tri Rismaharini at the launch of e-Performance at Aneka Bhakti Building, Jakarta, Monday (10/5/2021).
Of course, said the Social Minister, e-performance would greatly assist the productivity of the ASN and institutions’ performance at the Ministry of Social Affairs (MoSA) in the future.
"With e-performance, everyone does their duties with measurable output. Therefore, they will receive payment according to their performance,” said the Social Minister.
ASN is paid by the people through taxes. Therefore, they need to be responsible with their performance. For the initial stage, an evaluation will be carried out after a month of implementation..
"The e-performance application can truly measure the performance of every ASN and for the initial stage an evaluation will be carried out after a month of implementation. The e-performance was previously implemented in the city of Surabaya since 2011," she said.
There are many indicators in the application, such as what time you come to the office, what time you leave the office, what the output is. These are connected automatically.
"If the performance is bad, such as always arriving late or leaving early, it will be counted and totaled and then processed to the staffing department. There are rewards and punishments and every job has its weight and will automatically affect the level and career, "he said.
The software is made by involving Ministries/Institutions (K/L) such as the Ministry of Empowerment of Government Employees and Bureaucratic Reform and the Ministry of Communication and Information Technology.
"The points have been discussed with the Ministry of State Apparatus Empowerment and Bureaucratic Reforms and with the Ministry of Communication and Information regarding technology and self-made software," said the Social Minister.
South Korea has succeeded in building good Human Resources (HR) and that starts from the performance of individuals affecting their environment.
"Starting from individuals who have an influence on their surroundings and on other environments so that later they can have outputs that become a movement at the national level," said the Social Minister.
