JAKARTA (October 24, 2019) - The Ministry of Social Affairs invites Regional Governments (Pemda) throughout Indonesia to take anticipatory measures regarding changes in data on the participants of the Health Insurance Contribution Fee (PBI-JK).

General Secretary of the Ministry of Social Affairs Hartono Laras explained several steps that need to be taken by the Regional Government if there are problems in the area, such as PBI-JK participants who have been replaced in membership because they are outside the Integrated Social Welfare Data (DTKS) so that they no longer have health insurance.

"The local government can allocate a health insurance budget for people who need it, especially PBI-JK participants who have been replaced in membership because it is outside the Integrated Social Welfare Data (DTKS)," Hartono Laras said in opening the Mitigation Socialization Activity on Changing PBI-JK Participant Data in the West Jakarta Holiday Inn Hotel, Wednesday night (10/23).

Hartono said that the regional government also needed to verify and validate PBI data that did not enter into the Integrated Social Welfare Data (DTKS) but needed health insurance assistance. This is in accordance with Articles 8 and 9 of Law No. 13 of 2011 concerning Poverty Handling. The results of verification and validation are then proposed to enter into the next period Integrated Social Welfare Data (DTKS) according to the provisions in Indonesia Ministry of Social Affairs regulation Number 28 Year 2017 and Indonesia Ministry of Social Affairs regulation Number 5 Year 2016.

"That way people who need it and are deemed worthy of assistance can access health services again with the PBI-JK program," Hartono explained.

This year, the replacement of PBI-JK Participants has been carried out in stages two times through the Decree of the Minister of Social Affairs namely the Decree of the Minister of Social Affairs Number 79 / HUK / 2019 of 5,113,842 inhabitants and Decree of the Minister of Social Affairs Number 109 / HUK / 2019 of 4,683,682 inhabitants. As for the Elimination Criteria for August 2019 due to death, double data, and participants were able or economically independent as many as 1,092,933 people; and the Invalid Population Identification Number (NIK) outside DTKS is 3,590,749 people.

Meanwhile, the Head of Social Welfare Data and Information Center (Pusdatin Kesos) Said Mirza Pahlevi said the activity aimed to build a common perception and understanding of the PBI-JK participant change policy.

"We are also gathering here to get complete information from the regions about the poverty portrait in their respective regions," Said added.

In addition, Said continued, in this activity the Regional Government is also expected to be able to mitigate or anticipate the possibility that will occur after the PBI-JK participant data changes are made.

The Mitigation Socialization Event for Changing Data on PBI-JK Participants was held by Pusdatin Kesos in collaboration with the Social Security Agency (BPJS) which lasted for 3 days, October 23-25, 2019.

This activity was attended by 133 people consisting of Heads of Social Services from the Provinces of Aceh, Maluku, West Kalimantan, South Sulawesi, West Sumatra, Riau, D.I Yogyakarta, Bengkulu and DKI Jakarta; The Head of Social Services from 54 Regencies / Cities which have the most number were excluded from PBI-JK membership; there were 46 participants from the Secretariat General of the Ministry of Social Affairs; Regional Secretary of the Provinces of West Kalimantan, West Sumatra and Bengkulu; Head of Health Office of Aceh, Maluku, South Sulawesi and Riau Provinces; BPJS Branch Heads from 8 regions; Assistant Deputy for Monitoring and Evaluation of Jabodetabek Regional Office; and BPJS Pusat as many as 9 people.

Present at the meeting were the Secretary General of the Ministry of Social Affairs, Deputy for the Coordination of Poverty Reduction and Social Protection, the Coordinating Ministry for Human Development and Culture (Kemenko PMK), Inspector General of the Ministry of Social Affairs, Director General of Population and Civil Registration, Ministry of Home Affairs, Head of Social Data and Information Center, The Ministry of Social Affairs, the Head of the Center for Health Insurance Financing, the Ministry of Health, and the Participants' Expansion and Services Director, Central BPJS.
